Research On Safety Risk Management Of Civil Aviation Control In China Based On Individual Characteristics Of Air Traffic Controllers

Air Traffic Control(ATC)has high risk and complexity,its core is "Safety",and the Safety Risk Management of ATC is the main content of ATC.Air Traffic Controller Air Traffic Controller(hereinafter referred to as Controller)is the main implementation of Air Traffic control,Air Traffic control safety management needs to consider the personal characteristics of the Controller.Based on the theory of safety risk management,this paper systematically analyzes the possible causes of safety risk of air traffic control(ATC)from the aspects of man,machine,environment and management,focusing on the characteristics and Research Status of ATC safety risk in China.Based on the research results of organizational behavior and psychology,SHEL model was extended to include organizational management Organization and Inspiration,and SHELIO model was established,this paper analyzes the influence of organizational management factors and incentive measures on the safety risk of air traffic controllers.The HFACS(human factor analysis and classification system)and SHELIO model are combined for the first time,and the HFACS(human factor analysis and classification system)model for air traffic control safety risk management is constructed,this paper makes a comprehensive analysis on the characteristic factors of controllers in the safety risk factors of ATC system.Based on the theoretical model,this paper investigates the Air Traffic Control(ATC)safety risk and its influencing factors by means of questionnaire with Shanghai air traffic controllers.A binary choice model(Probit model and Logit model)is established to analyze the relationship between the controller’s personal characteristics and the probability of security risk.The results show that: firstly,the personal characteristics of air traffic controllers such as gender,political outlook,job responsibility and attention distribution have a significant impact on air traffic control safety The likelihood of unsafe incidents among party members is significantly lower than that among non-party members;the higher the controller’s sense of responsibility,the less likely the risk of air traffic control safety will occur;the more appropriate the controller’s attention is allocated in the command process,the less likely an ATC safety risk is to occur.Secondly,the organization and management factors in safety management have a significant impact on the safety risk of ATC.Adequate Safety Education and good communication andcoordination among operational training and control departments are also conducive to reducing the possibility of air traffic control safety risks.Thirdly,the incentive factors also have a significant impact on the safety risk of ATC.The conclusion of this paper shows that we should make the entrance of the controller better as a result of the recruitment of the male and the party members under the same conditions,should carry on the psychological characteristic correlation test,chooses to have the stable emotion and the quick reaction ability and so on characteristic personnel.Secondly,in terms of organization and management,the leadership should formulate scientific security decisions,straighten out the coordination relationship between the control departments,establish a fair and reasonable security reward and punishment mechanism and performance management methods,and strengthen security education and operational training,comprehensively enhance the safety awareness of control personnel.Finally,we should make good use of the effective incentive to the controller,improve job satisfaction,and form the internal motivation for the safety goal.In addition,it is necessary to use advanced technology and facilities to increase safety redundancy,establish perfect safety management system SMS,and improve safety and operational efficiency of ATC.It is hoped that the study will play an active role in improving the efficiency of civil aviation air traffic control safety management and the efficiency of civil aviation air traffic control.
