With the rapid development of the shipping industry,the requirements for the loading and unloading efficiency of the container terminal are constantly improved.As two important resources in the container terminal,the reasonable berth and quay crane integrated scheduling plan can effectively improve the loading and unloading efficiency of the terminal.The arrival time of ships is the key parameter for port to make berth allocation and quay crane scheduling plan.Considering the actual situation,weather reasons,channel congestion and other conditions are common,resulting in delayed arrival of ships,and bring many disturbances to port operations.If the current scheduling plan is not adjusted dynamically in time,the berths and quay cranes will be idle,and the utilization rate of wharf resources in the planning period will be reduced,and in serious cases,many ships will be delayed to leave the port.Therefore,in the heavy workload container terminal,berth allocation and quay crane integrated rescheduling optimization problems have become the focus of attention.This paper makes a detailed analysis of the delayed arrival of ships in the actual operation of a container terminal,and studies the optimization of berth allocation and quay crane integrated rescheduling in a container terminal.Firstly,a multi-stage rescheduling mechanism with variable length rolling is designed according to the changeable scene of delayed arrival;the influence of delayed arrival on the original berth allocation and quay crane scheduling scheme is mainly considered,and the conditions such as non overlapping of ships in time and space,non crossing of operation quay crane and keeping safe distance as well as the constraints caused by delayed arrival are considered An integer linear programming model with the objective of minimizing the total delay time of inner ships is proposed.Then,a two-stage heuristic algorithm is designed for the model.In the first stage,a special coding strategy is embedded and an improved genetic algorithm is integrated with the berthing time generation algorithm.In the second stage,quantum evolutionary algorithm is used to obtain the specific quay crane scheduling plan.Finally,numerical experiments are carried out to verify the effectiveness of the scheme and the scientificity of the algorithm.The influences of the berth allocation,shoreline position and ship delay in different periods on the integrated optimization scheme are analyzed,which can provide decision support for berth allocation and quay crane rescheduling of container terminals.
