Since the 1990s,with the development of economy,the process of urbanization in China has speeded up rapidly.The city has been expanding to the suburbs and even the rural areas.The urban-rural junction has become the hotbed of "villages in the city" and illegal buildings.Since the 18 th National Congress of the Communist Party of China,the state has attached great importance to the ecological environment and the safety and livability of cities.Premier Li Keqiang clearly pointed out in the 2015 government work report that China’s urbanization should solve the problem of "three hundred million people",including the concentration of efforts to carry out the transformation of shantytowns and villages in cities,General Secretary Xi also put forward the important thought that "green water and green mountains are golden mountains and silver mountains".With the continuous acceleration of the urbanization process,Shanghai’s urban management level has also been effectively improved,but at the same time,we can not ignore the fact that due to the advantages of Shanghai’s location and the drive of interests,illegal buildings are common in counties and towns in the suburbs of Shanghai,where the land is relatively sufficient,and they are not reduced due to the acceleration of the urbanization process.The increasing illegal construction has become a serious disease in urban management,which can not be ignored.It not only damages the image of the city,but also has a negative impact on the development of regional economy,the improvement of living environment and the safety of people’s life and production.Especially in some suburban villages with relatively high population density and complex personnel composition,the large number of illegal buildings has formed a huge problem for urban management and social governance.In 2017,the State Council approved the Shanghai urban master plan(2017-2035),in which special emphasis was placed on strengthening the comprehensive treatment of urban and rural environment and the treatment of illegal construction,so as to improve the city’s carrying capacity,tolerance and livability.Shanghai has also officially launched the "five violations and four necessities" rectification campaign since 2015,and village x of Minhang District is one of the first areas to launch the "five violations and four necessities" rectification.Based on the above background,how to effectively integrate the resources and forces of all parties,more smoothly and effectively crack the bottleneck of village demolition,and at the same time,do a good job in the follow-up comprehensive environmental remediation and long-term management,to avoid the second return tide of illegal buildings and other issues are worthy of in-depth study and discussion.Based on the theory of collaborative governance,through in-depth case analysis,this paper summarizes its successful experience and existing shortcomings,and puts forward the collaborative governance mode and path of all parties under the premise of the same goal in the process of urban village demolition and environmental comprehensive governance.Form the following basic conclusions: first,build a multi governance subject model with the government as the collaborative center,various government departments forming multiple collaborative subsystems,non-governmental organizations and the public as the common participants;second,combine the "coordination" feature of collaborative governance theory,strengthen the construction of government department coordination mechanism with the goal of improving efficiency through system assurance;third,stimulate grassroots organizations and The coordination of the public establishes a long-term management mechanism for the goal.In this process,we will improve the collaborative governance system,build a scientific and reasonable collaborative center and subsystem,constantly improve laws and regulations,enhance the security system,improve citizens’ legal and autonomy awareness,develop and improve non-governmental organizations,and form a collaborative governance pattern of multiple participation,strict law enforcement,and consciously abiding by the law,so as to promote the centralized demolition and remediation of urban villages in the suburbs of Shanghai for effective reference.
