Study On Collaborative Governance Of Illegal Buildings In Old And Old Residential Areas In Hongkou District,Shanghai

With the development of economy and the acceleration of urbanization,the density of urban population is gradually increasing.Under the limited area of urban area,illegal construction phenomenon is widespread in the old city.Illegal construction will not only affect the appearance of the city,but also bring hidden dangers to social and public security.Illegal construction of governance is a difficult task,in this paper,starting from the concept of illegal structures,analysis of the category of the illegal building,and use of public management theory,this paper studies the illegal construction management of effective governance illegal buildings in the Hongkou district of Shanghai,points out that the plight of the Hongkou district government illegal building,On this basis,the paper discusses and puts forward practical countermeasures to solve the illegal construction management in Hongkou District.With the economic development of Shanghai and the continuous acceleration of urbanization,the problems of illegal construction have always existed,such as housing security,laws and regulations,etc.,which are beyond the power of administrative law enforcement.This paper tries to treat the illegal building governance as a system,in which the relevant government departments are subsystems of the governance system,and each subsystem affects each other and operates independently.In order to achieve the benign operation goal of illegal building governance system,it needs the internal coordination of each subsystem.This paper first analyzes and defines the concepts of old residential areas and illegal buildings,and then further discusses the current situation and problems of coordinated governance of illegal buildings in old residential areas from the types,characteristics and users of illegal buildings in old residential areas of Shanghai Hongkou District.Through case analysis and questionnaire survey,this paper expounds the deep reasons for the collaborative governance of illegal buildings in old residential areas--the imperfect collaborative system,the untimely collaborative technology treatment,the imperfect collaborative system and mechanism,etc.,which cannot be changed by administrative punishment alone.This paper introduces the theory of cooperative governance,analyzes and studies the cooperative governance of illegal buildings in the old residential areas of Hongkou District,expounds the subsystems of cooperative governance of illegal buildings and their relations,and analyzes the difficulties of the cooperative governance of illegal buildings under the framework of cooperative governance.Based on the relevant research on illegal buildings at home and abroad and combined with the actual situation of the collaborative governance of illegal buildings in Hongkou District,this paper proposes a new path for the collaborative governance of illegal buildings in the old residential areas of Hongkou District,Shanghai.
