Optimization On The Implementation Model Of Pilot Construction Of Sponge City In Handan

Sponge city construction has emerged in my country in recent years,it is a new urban rainwater management concept,mainly to solve urban waterlogging,improve water quality conditions,protect hydrological characteristics,alleviate heat island effects,and new infrastructure facilities with landscape capabilities.The exploration of its construction and implementation mode is particularly important.The construction of Handan sponge city has just started.A complete structure and efficient operation construction is the foundation of the sponge city construction.This article summarizes the implementation mode of sponge city construction in typical sample cities from four aspects: implementation content,functional framework,policy formulation and investment financing,and discusses the differences and innovations in the implementation mode of sponge city construction in sample cities.According to the economic level and construction needs of different regions,various implementation modes have been formed.The functional framework is divided into group work,multi-departmental integration and special department coordination;policies,regulations and technical standards can be divided into four categories: urban planning,technical standards,policy norms and implementation plans;investment and financing models are adapted to local conditions.The implementation model of the sponge city construction in Handan city is: the functional framework is group allocation,and the department setting is relatively complete;policies,regulations and technical standards can be supplemented and improved from urban planning,technical standards,policy specifications,and implementation plans;the investment and financing method is the PPP model,which can adopt diversified models and broaden the sources of funds.Combined with the actual situation of Handan city,analyze the problems existing in the implementation mode of the sponge city construction in Handan city,and proposed a targeted optimization method,the formation of an expert team,broadening the channels for public participation,setting up special research projects and building a smart sponge city to optimize the implementation mode of the sponge city construction in Handan.
