Study On Forestland Protection And Utilization Planning In Shouyang County

Forestland is important natural resources and strategic resources.It is the foundation for forest survival and development.It is the material basis for biodiversity conservation and the carrier of forestry development and ecological construction Countries in the world including China have taken sorts of policies and measures to develop forestland to more healthy,stable and sustainable.this paper systematically analyzes and diagnoses the present situation of forestland resources in Shouyang from the aspects of ownership structure,origin structure and forest structure of all kinds of forestland.According to the principle of planning and the intention,the functional zoning of forestland and the direction of protection and utilization were determined,forestland structure and forest structure were put forward.Indicators and safeguards were put forward from forestland protection and utilization.The main conclusions are as follows:(1)Present Situation of Forestland Resources in Shouyang County:The ecological environment is fragile;The forest coverage is low and the planning of forestland utilization were lacked;The contradiction between supply and demand of forestland is severe.(2)According to the functional characteristics,Shouyang County forest land is divided into Beiyuan earth and rock mountain shelter forest,North hilly gentle slope farmland shelter t forest,Southwest loess hilly soil and water conservation forest zone,central of southern loess remnant water and soil conservation forest zone,Southeastern soil Shishan water conservancy forest area.respectively,to determine the structure of forest land and forest,Countermeasures to the different direction of protection and utilization were developed;According to the classification of forest land quality and protection level,grading and protection measures has been put forwarded.(3)The adjustment index of woodland structure were Put forwarded from the aspects of optimizing the origin structure,species structure,age group structure and forest structure of woodland.Proposed to strengthen the tending of young and middle-aged forest,transformation of low-efficiency forest and increase the strength of existing forest management and protection.Aiming at improving the productive capacity of forest land,in order to ensure that will be increased from 24.74 m3/hm2 to 26.93 m3/hm2 and the construction target of key projects will be confirmed at the end of the period.(4)Aiming at the actual and planned forestland resources in Shouyang County,this paper puts forward the safeguard measures for the protection and utilization of forestland in terms of strengthening publicity and education,the support of strengthening technical and implementing the regulatory responsibilities.
