Study On Actuality And Development Countermeasures Of Rural Collective Forestry Tenure Reform In Yongtai

Ecology is an important brand in Yongtai County of Fujian Province,with the speed and Yongtai County transportation infrastructure construction of the West Strait Economic Zone to improve economic and social development in Yongtai also ushered in a new development opportunity,forestry in Yongtai Fuzhou to build the "back garden" and is on the west side of the Straits Tourism county.Since 2002,Yongtai county has taken the lead in carrying out the reform of collective forest tenure system.In 2005,the forest reform task of the 254 villages in the county has been fully completed.The reform of collective forest tenure system has been fully affirmed by the provinces and municipalities.After 2006,the supporting measures of Yongtai county to further deepen the reform of collective forest rights,to fill a vacancy trap to find problems in the process of pre reform,earnestly organize the check back.In November 2013,after the party in the third Plenary Session of the 18th CPC Central Committee,Yongtai highlighted the ecological location,commercial forest,forest property right mortgage,forest property rights certification,forest insurance,forest rights transfer assessment and so on.The forest right system is a system engineering,the complexity of the situation,because the village geographical,historical background and condition of the people of the villages,Yongtai county forestry reform gradually exposed some problems and difficulties can not be ignored:such as mountain dead phenomenon;a mountain,mountain multi certificate certificate does not match the situation has occurred hilly land disputes emerge in an endless stream;forestry economic benefits is not obvious and so on.With the work of Yongtai county collective forest right reform,to solve these problems in the process of forest tenure reform is urgent,this study through literature review,field investigation and analysis,put forward some constructive opinions and suggestions,provide a reference for the relevant departments.This article is divided into four parts.The first part,through consulting data,builds up the relevant theoretical basis theory of property rights,forest rights theory and system theory;the second part,through field research,comprehensive analysis,summed up the Yongtai county to work in forestry innovation mechanism,operating efficiency,Ti Gaolin industry to raise their afforestation enthusiasm,close relationship between cadres and achieved results in recent years the forest;the third part,further analysis of the Yongtai County in the problems and difficulties existing in the work of forestry reform;the fourth part,combined with the practical suggestions of deepening the reform of the system of collective forest rights in Yongtai County,such as the development of forest economy,ecological forest construction and the development of ecological tourism,and analysis by using the SWOT method.
