Forest land is an important part of China’s land resources,but also one of the key elements of the current land management research,collective forest land area accounted for more than 50% of the total forest area.At present,China has carried out several rounds of collective forest rights system reform,with the purpose of clarifying forest rights,confirming the rights to households,promoting the large-scale flow of forest land,and eliminating the "three forest problems".The 20 th Party Congress proposed to deepen the reform of collective forest rights system in the process of promoting the harmonious coexistence of human beings and nature.The reform of collective forest rights system in the new era also has the mission to help revitalize the countryside.As the largest forestry province in China,Guangxi has actively implemented forest reform policies to promote forest land transfer in recent years,but the policy implementation effect has rarely been reflected from a micro perspective.Therefore,this paper evaluates the policy implementation of forest reform from the micro perspective of farmers,the main participants of the policy,in terms of their willingness to participate in forest land transfer.In view of this,this paper firstly constructs a histological analysis model of farmers’ willingness to transfer forest land based on the theory of planned behavior based on the theoretical foundation,incorporates the factors influencing farmers’ willingness to transfer forest land into the research framework by combining the real situation of forest land transfer and designs a survey questionnaire.Then field research was conducted in D forest area of Guangxi M County to obtain research data.Finally,qualitative comparative analysis(QCA)was selected as the research method to operationalize the data,and four types of high-level farmers’ willingness to participate in forest land transfer histotypes were derived,namely,convenience-self-efficacy dominant path(H1),marginal histotypes(H2),farmers’ cognition-convenience dominant path(H3),and farmer perception-interpersonal dominant paths(H4),and analyzed the resulting paths.The conclusions of the study are as follows: firstly,this paper combined with previous research results to identify six main factors that affect farmers’ willingness to transfer forest land,namely,cognitive degree,perceived risk,interpersonal relationship,external influence,self-efficacy,and convenience;secondly,according to the path analysis,it was found that all six single factors have positive effects on farmers’ willingness to transfer forest land,but from the group path there is no single factor that constitutes a high level of willingness to transfer forest land.However,there is no single factor that constitutes a high level path of willingness to transfer,while the degree of awareness and external influence are the two more important factors,and some factors in the same type of high level path have alternative effects.Finally,we propose the following countermeasures: first,to create a trading platform for forest land transfer,increase the publicity of forest land transfer policy,and open up the information channel of grassroots policy;second,to improve and deepen forest land transfer policy,and play the leading role of departments at all levels;third,to strengthen the influence of policy on farmers’ cognition,and pay attention to the leading role of rural elites.It is hoped that this can help forestry reform policy formulation,strengthen the influence of forestry reform policy on farmers and promote the implementation of forestry reform deepening reform.
