| The continuous reduction in the amount of arable land in China and the continuous decline in the quality of arable land have led ’to a deterioration of the contradictions between man and land,and have also led to more serious food security problems.In order to protect China’s cultivated land resources and meet the needs of local non-agricultural land and strive for a balanced development of national food security and local GDP,President Xi Jinping emphasized the importance of vigorously promoting the important role of the policy of "occupying and compensating balance" in solving China’s arable land problem.However,the current arable land in Xuecheng City,Zaozhuang City,Shandong Province still has problems such as shortage of supplementary cultivated land,neglected ecological assessment,and compensation for land quality.Therefore,this paper studies the issue of the balance of compensation in Xuecheng,Zaozhuang City,Shandong Province.Firstly,the agricultural production status and soil status in Xuecheng District of Zaozhuang City are described.Then,according to the relevant data from 2013 to 2106,the quality of farmland resources and production capacity in Xuecheng District of Zaozhuang City are analyzed in detail.Then,based on the cultivated land productivity,soil conditions and cultivated land facilities construction in Xuecheng District,Zaozhuang City,a natural index evaluation index system was constructed,including a total of 15 indicators.And using the Delphi method to assign weights to 15 indicators,and then based on relevant data from 2013 to 2016 Xuecheng,a model for the relationship between natural quality index and standard grain yield in Xuecheng District of Zaozhuang City was constructed.This model shows that every increase A unit of natural and other indices will increase the standard grain output of 9.09 million in occupied land or in addition.According to the standard grain yield of the occupied land and the supplementary land,the evaluation system of cultivated land compensation and balance quality in Xuecheng District of Zaozhuang City can be finally obtained.Finally,the improved "balance compensation quality assessment system" is applied to optimize the balance-taking mechanism in this area,and at the same time,according to the actual situation in Xuecheng District,Zaozhuang City,it will save land,increase backup resources,broaden investment channels,and improve the supervision system.The relevant countermeasures and suggestions for compensating balance are proposed.This study is based on the actual conditions of cultivated land in Zaozhuang City,and establishes an evaluation index system for arable land.Based on the relevant results,it proposes relevant countermeasures to optimize and improve the compensation mechanism for the acquisition of cultivated land in Xuecheng District,and to a certain extent,it can be used as a compensation and balance work in Xuecheng,Zaozhuang City.To provide guidance and solve the problem that Xuecheng District only pays attention to balance in quantity and ignores mass balance in the work of compensating for balance,and provides practical suggestions for further work on compensating the balance of cultivated land in other regions. |
