A Study On The Problems And Countermeasures Of Cultivated Land Occupation-compensation Balance In Jiangxia District Of Wuhan City

In the outline of the 13 th Five-Year Plan,China has clearly indicated that we should further strengthen the quality of cultivated land,do a good job in the protection of cultivated land,continuously improve our grain production capacity,and reach 800 million mu of high standard farmland by 2020,and strive to reach 1 billion mu of farmland by 2020.Therefore,the task of protecting cultivated land is very heavy.We should pay equal attention to both quantity and quality to ensure that the area of cultivated land should not be less than 1.8 billion mu of red line in quantity,and that the quality of cultivated land should not be reduced in terms of quality.Therefore,in order for the country to be stable for a long time,it is necessary to effectively implement the system of occupying and compensating real cultivated land.This paper first introduces the concept,theory and policy of the system of balance between occupation and compensation of cultivated land.Then,taking Jiangxia District of Wuhan City as an example,the paper introduces the present situation of cultivated land resources in Jiangxia District,investigates the implementation of the system of farmland occupation and compensation balance in Jiangxia District,and finds that the balance of cultivated land occupation and compensation has been realized in Jiangxia District.But also found several problems existing in the implementation of the system of cultivated land occupation and supplement balance in Jiangxia District and analyzed the reasons:In terms of the amount of cultivated land,the amount of cultivated land in the whole region has been continuously reduced,and the serious lack of paddy field indicators in the Jiangxia region has created greater difficulties in the implementation of the system of balance between the occupation and compensation of cultivated land;in terms of the quality of cultivated land,It is difficult to guarantee the quality of self-replenishing cultivated land,which depends on the supplement of high quality cultivated land in different places,and the late maintenance of the supplementary cultivated land in the region is not enough,and the grain yield continues to decline.Finally,aiming at the existing problems,this paper puts forward six countermeasures:1.To improve the efficiency of intensive land saving and alleviate the pressure of balance between occupation and compensation of cultivated land;2.Widening the channels of supplementary cultivated land reasonably and increasing the quantity of supplementary cultivated land;3.Standardizing the trade market of cultivated land index and promoting the implementation of the balance between occupation and compensation of cultivated land;4.Implement the mechanism of reward and punishment for cultivated land protection to improve the efficiency of the balance between occupation and compensation of cultivated land;5.To promote the public participation in the protection of cultivated land;6.Strengthen the management and protection of supplementary cultivated land and improve the average level of cultivated land quality.
