Benefit Evaluation Of Grassland Ecological Protection Subsidy And Reward Policy In Xilingol

In the background of the worsening grassland ecological environment,the purpose of the state to implement the subsidy and reward policy for grassland ecological protection is to promote the cooperative development of animal husbandry income and grassland resource environment.That is to say,from the perspective of sustainable development,on the basis of stabilizing the income of herdsmen's animal husbandry,we can achieve the purpose of improving the grassland ecological environment.As a typical grassland pastoral area in Inner Mongolia,what is the effectiveness of Xilingol grassland ecological protection subsidy policy? Is it possible to achieve the purpose of national development? Further evaluation is needed from an empirical perspective.Therefore,this article takes the 10 Xilingol pastoral counties,namely,Xilin Hot City,Abaga Banner,Sonid Left Banner,Sonid Right Banner,Dong Ujimqin Banner,Xi.Ujimqin Banner,Xianghuang Banner,Zhengxiangbai Banner,Zhenglan Banner.,from the three aspects of economic,ecological and social benefits,a comparative analysis was conducted on the five years before and five years after the implementation of the subsidy policy for grassland ecological protection in Xilinggol,so Thus,we can clearly understand the effectiveness of the subsidy policy of grassland ecological protection in Xilingol.The results and main conclusions of this paper are as follows:(1)Before the implementation of the grassland ecological protection subsidy and reward policy which was from 2005 to 2010,the policy economic benefit level is higher,but the ecological benefit and the social benefit level are lower.(2)After the implementation of the grassland ecological protection subsidy and reward policy which was from 2011 to 2016,the policy economic benefit and the ecological benefit rose;the social benefit declined.(3)In general,after the implementation of the grassland ecological protection subsidy and reward policy,comprehensive policy benefits have risen.Among them,the rising of ecological benefit is the main reason for the rising of comprehensive benefit of grassland ecological protection subsidy and reward policy;the economic benefit has increased;social benefit has declined,but is still the main component of the comprehensive benefit.
