Investigation And Research On The Contract Intention Of Farmland Protection Forest In Xinjiang Based On Farmer's Perspective

Since the middle of the 20 th century,since the population explosion and human development activities,the imbalance in the structure of the ecological problems such as weak resistance,farmland system continuously emerging,prompting human consciousness to the farmland protection forest for human survival and development the important role of agricultural production.Farmland protection forest as the main body of oasis farmland ecosystem,is one of the important ecological barrier of farmland oases in arid areas,a regulating climate,wind sand,guarantee the important role of agricultural high and stable yield.Xinjiang is a typical ecologically fragile area,own to resist the ability of the ecosystem disturbance and global issues is poorer,the state and xinjiang local government always attaches great importance to the farmland shelterbelt in the oasis ecosystem security role.In the past,the main body of forest protection forest in xinjiang was mainly the collective(the county,township,village government agency),and the long and long operation management showed extensive and rigid state.Combined with the rural public product attributes,leading to the positive and negative external benefit interweave,fostered by improper structure,updating lag,lost track of the management,and many other problems,greatly reduces the overall efficiency of the farmland shelterbelt,difficult to realize the sustainable utilization of ecological engineering.Therefore,xinjiang tries to implement the farmers' contract to solve the dilemma of "collective governance",which has achieved some results,and has gradually become an important business subject of farmland protection forest.However,there are many obstacles to the farmers' farmland protection forest.Among them,the lack of participation of farmers is the key issue restricting xinjiang's efforts to promote farmers' farmland protection forest.Therefore,study the wishes of farmers contracted farmland shelterbelt in xinjiang and its influencing factors,to explore how to arouse the enthusiasm of the farmer's social sense of responsibility and contracting,so as to optimize the operation and management pattern of farmland shelterbelt in xinjiang,has become the important subject of urgent.Taking xinjiang farmers willingness to farmland shelterbelt contracting as the research object,the integrated use of peasant household behavior choice theory,expected utility theory,sustainable development theory,and the theory of public goods,theory combined with practice,qualitative and quantitative analysis,the combination of the first query related data analysis of the current development status quo of farmland protection forest,and then through the county,township 8 529 farmers in xinjiang for interviews and questionnaire survey,analyzes the present situation of the current farmers contracted farmland shelterbelt,implementation,the restriction factor of sustainable development,and by using the binary classification Logistic regression model for the influence factors of affecting farmers contracted farmland shelterbelt were analyzed.The result shows that the farmers generally care about the rural quasi-public products,but the actual participation is not high,the social responsibility is not enough,and the overall contracting will not be strong enough.The pilot of collective forest rights reform has not succeeded in causing the farmers to be wary of the contract years and the rights of forest rights,and reduced the incentive for farmers to contract.Logistic regression model,the author found out that the number of family members,sandstorm weather conditions,dry-hot wind weather,windbreak and sand-fixation,improve microclimate,contract revenue size,the level of government subsidies and the farmers contracted intention positively correlated;National and family income,income cycle length,renovation cost and farmers' contracting will have negative influence effect.Farmland protection forest in order to promote xinjiang's better play to its economic,ecological,social and other multiple effect,realize the sustainable development of farmland protection forest,the need to increase investment in basic education and skill training farmers,strengthen the function of farmland shelterbelt propaganda,to improve the social responsibility and participation enthusiasm of farmers as a whole;To accelerate the pace of reform of collective forest rights in arid areas,so as to promote the contracting farmers enthusiasm,improve the benefit of farmland shelterbelt output structure,increase agricultural output,increase farmers income level;We should strengthen the support of the farmland protection forest,improve the ecological compensation mechanism,and realize the internalization of the externalities in the operation of the farmer's contract.According to relevant laws and regulations on time to update the cutting,advocating the development of economy and specialty horticulture,enrich and perfect the system of the forestry ecological civilization construction,and promote the sustainable development of farmland protection forest in arid areas.
