Study On The Development Of Freshwater Fishery In Heilongjiang Province

Up to January 2,2018,the No.1 document of the Central Committee issued the Opinions on Implementing the Strategy of Rural Revitalization.The Central Committee has made the issue of "agriculture,countryside and farmers" the top priority of the Party's work for 15 consecutive years.General Secretary Xi Jinping has repeatedly stressed that stressing the importance of agriculture and consolidating the foundation of the people is the foundation of peace and stability,and stressing the importance of agriculture,strengthening agriculture and benefiting the peasants.As an important part of agriculture,fishery is an important part of solving the problems of agriculture,countryside and farmers.Especially under the background of agricultural supply-side reform and rural economic revitalization,fishery in China is facing new development opportunities.Through clarifying the development stage of freshwater fishery in Heilongjiang Province,analyzing and researching the present situation of freshwater fishery development in Heilongjiang Province,SWOT strategy analysis of Heilongjiang freshwater fishery is carried out to select the best and most suitable development strategy.On this basis,the effective countermeasures for freshwater fisheries in Heilongjiang are put forward.Heilongjiang freshwater fishery has gone through the stage of unified purchase,sale and distribution(1957-1979),production recovery(1979-2000),extensive development(2001-2015),and now entered the stage of structural transformation(2016-).Although up to now,Heilongjiang freshwater fishery has made remarkable achievements,the fishery economy has developed continuously,and fishery industry has developed continuously.However,there are still some problems in Heilongjiang's freshwater fishery:(1)the proportion of industrial structure is unreasonable,the proportion of freshwater aquaculture is over 80%,and the proportion of the secondary and tertiary industries is too low.(2)the proportion of high quality varieties is too low,and the proportion of famous and excellent new products is too low.(3)technical services are not in place,new technology development,application and promotion are inadequate.In the key period of changing the structure of freshwater fishery,SWOT strategy analysis shows that the best and most suitable development strategy for Heilongjiang freshwater fishery is the combination of advantages and opportunities SO strategy,also known as growth strategy,that is,making full use of advantages,maintaining advantages,giving play to advantages,seizing opportunities to develop themselves.According to location theory,comparative advantage theory and diamond theory,based on the advantages of fishery resources,location,ice and snow,we should cultivate and upgrade regional characteristic brands,realize regional industrial agglomeration,form economies of scale,and ultimately promote and promote the development of the entire regional economy.Based on the SWOT analysis and the development status of Heilongjiang freshwater fishery,some effective countermeasures and suggestions are put forward:(1)Enhancing the scientific conservation of Heilongjiang freshwater fishery resources;(2)Promoting the breeding of famous and special varieties;(3)Promoting leisure fishery;(4)Developing characteristic fishery;(5)Perfecting the fishery.Grass-roots scientific and technological extension agencies and strengthening the construction of talents.
