Study On Problems And Countermeasures Of Marine Fisheries Management In Lianyungang

With the decline of fishery resources,overcapacity of fishery fishing,low cost of fishery illegality,and unreasonable industrial structure,the living space of fishing fishermen in Lianyungang City and even the whole country is constantly being squeezed,and traditional marine capture fisheries are unsustainable.Dilemma.Therefore,protecting the ecological environment of Haizhou Bay fishery and restoring the already declining marine fishery resources has become an important task for fisheries management in Lianyungang City.This paper comprehensively analyzes the experience and practice of marine fisheries management at home and abroad,and combs the changes of marine fishery management system in Lianyungang City for several decades,and compares the differences between marine fishery management policies and actual implementation effects.Affected by factors such as the severe marine ecological situation,weak awareness of fishermen’s cooperation,and unreasonable fishery regulatory mechanisms,problems such as the complexity of offshore fisheries management,the weak foundation of the fishery industry,and the lack of overall coordination of management institutions have arisen.Faced with this reality,this paper believes that Lianyungang City can learn from the experience of marine fisheries management in various regions,adopt strict management,three-five coverage,standardized management,etc.;start from the implementation of marine fishery resources revitalization strategy,establish a green and healthy fishery policy system Scientifically formulate fishery development plans and implement marine ecological restoration policies;start from the promotion of grassroots marine fisheries management transformation,implement fishery ownership and catchable quantity systems,and smoothly engage fisheries organizations to participate in management channels to guide the capture of fishermen to switch jobs;The level of fishery management will be improved,the methods and methods of fishery management will be improved,the organizational structure of the competent fishery departments will be improved,and the ability to manage according to law will be improved.
