As an open natural resources,fishery resources seems to becoming a public misery during the process of exploration,for unlimited fishing operation destroys the marine ecological environment which made off shore fishery resources toward depletion.Now there are three basic measures in the marine fishery management:the first is scientific input controlling,the second is technology adaption for fishery resources,and the third is policy which government role is required.In addition to commanding and controlling issued management system at present,the fluctuation and trans-boundary pattern in fishery resources also blamed for many fishermen lack the sense on rules obeying and resource protecting.With the competitiveness elevating,more fishermen turn to speculation.In such situation most of fishermen would concern the short-term earning instead of the fishery resource maintaining.While the existing governance system failed to supervising present fishing operation in an effective way.This essay approaches the management of the marine fishery from the perspective of multi-center governance,for acknowledging the present situation of marine fishery in Hui'an county,Fujian Province by surveying.Analyzing the existing issues from the government,the association and the fishermen,which are three basic aspects in the framework of mutli-center.The issues are single management with weak supervision,ineffective industry association,short-term gaining pursuit and high fishing level.Then probing the reasons caused by modes of management,such as determination of property rights,non-involvement of association and fishermen.Propose to construct a mutli-center management mode of marine fishery,which is a mutual management mode that has higher governance,more supporting for fishery association,wider public involvement.
