Study On The Quality Of Afforestation Based On The Afforestation Integrated Verification

In the report of the 19th National Congress of the Communist Party of China,Xi Jinping pointed out that it is necessary to speed up the reform of the ecological civilization system and build a beautiful China.The 19th National Congress report on the importance of ecological civilization construction and green development,indicating that China's ecological civilization construction and green development will usher in new strategic opportunities,and carrying out large-scale national greening actions is a concrete measure to implement the spirit of the 19th National Congress.Under the background of large-scale land greening in the new era,this study analyzes the status quo of afforestation quality,finds out the current problems in the quality of afforestation,and according to the new requirements for afforestation quality under the new situation,Countermeasures were raised on how to improve the quality of afforestation.The specific research results are as follows:(1)Firstly,the afforestation quality indicators such as afforestation rate and success rate are sorted into annual and sub-regions,and then the trend of national afforestation quality is analyzed.First,a comparative analysis of the qualification rates in different periods in the country,found that the national afforestation rate in the "10th Five-Year Plan" period showed an upward trend,the qualification rate at the beginning of the "Eleventh Five-Year Plan"period declined,and then gradually increased,and the pass rate dropped significantly in 2013.Second,a comparative analysis of the qualification rates of different provinces and the year,found that the decline in afforestation quality has a certain trend and universality,but the differences between different provinces are large,the quality is not balanced;the third is different for the country A comparative analysis of the proportion of mixed afforestation between the years showed that the proportion of mixed afforestation increased,and the stability and ecological protection function of the stand were improved.Fourthly,a comparative analysis of the proportion of afforestation areas in different years of the country was conducted,and the suitable land for forest was found.The proportion of artificial afforestation in wasteland decreased rapidly,and the proportion of afforestation and afforestation in non-forest land increased.(2)The country is divided into four regions,namely,Northeast China,North China and Central Plains,Southern Collective Forest Area and Northwest China.The characteristics of afforestation quality are analyzed.It is found that the qualified rate of afforestation in North China and Central Plains and Southern Collective Forest Area is higher than that of the other two regions.The northeastern region and the northwestern region mainly focus on the protection of forests,while the southern collective forests are mainly forestry commercial forests.(3)According to the results of data analysis,the issues affecting the quality of afforestation are elaborated from three aspects:objective,institutional mechanism and technology.The objective problems are as follows:Firstly,the quality of suitable land for forest is poor,and the actual utilization rate is low;secondly,natural disasters are frequent and the losses are serious;thirdly,the contradiction between forestry and animal husbandry is prominent and the damage is serious.The problems of the system and mechanism are as follows:Firstly,the plan is out of touch with the actual situation;secondly,low afforestation investment and imperfect policies;thirdly,the management method is not flexible and the management efficiency is low;fourth,the afforestation assessment system is not perfect,and attach importance to building despising management.The technical problems are as follows:First,it does not pay attention to natural restoration;second,it is imperfect standard system of afforestation;third,it is not accurate in afforestation planning and operation design.(4)According to the characteristics and existing problems of afforestation quality,the countermeasures for improving the quality of afforestation are put forward from the aspects of afforestation development concept,task layout,technical research and policy management.The first is to adjust the structure of the afforestation task;the second is to strengthen the basic research of afforestation;the third is to accelerate the development of afforestation in the northwest;the fourth is to further standardize the management of afforestation;and the fifth is to improve the level of information management of afforestation.
