Study On Priority And Mode Of Cultivated Land Consolidation In Loess Hilly Region Based On Niche-fitness Model

Cultivated land consolidation plays an important role in ensuring food security and alleviating the contradiction between people and land.However,there is unity and contradiction between cultivated land consolidation and ecological environment.On the one hand,the construction of good farmland ecological environment can not be separated from farmland renovation.On the other hand,cultivated land consolidation will also directly or indirectly affect the regional ecological process and ecosystem service function of farmland.With the continuous upgrading of land consolidation strategy and the introduction of related planning,ecological civilization has become the proper meaning of cultivated land consohdation.Theretore,This paper is to study the priority and mode of cultivated land consolidation from the perspective of ecological suitability in order to provide scientific references for making differentiated cultivated land consolidation policies.Niche theory and 10 indicators of three index layers(potential productivity,spatial pattern,location condition)were used to establish the niche-fitness evaluation index system for cultivated land consolidation of the loess hilly region,taking Taigu County,Shanxi Province as an example.The niche-fitness value for cultivated land consolidation in each research unit was determined by the match degree between actual and optimal ecological nicle.And based on this,GIS standards classification was used to divide the priority of cultivated land consolidation.Secondly,combination of key indicators was used to analyze cultivated land consolidation engineering modes in different areas.Finally,the investment and implementation model of Cultivated Land Consolidation was divided into government-led model,new-type agricultural operation subject led model and farmer-led model.on the basis of analyzing the advantages and disadvantages of three models,it established the internal connection between the various elements of cultivated land andthe investment and implementation model in cultivated land consolidation.The problems of what order,how and who can consolidate the cultivated land have been solved.The new-type agricultural operation subject led model was suitable for the regulation of cultivated land in the areas of "high potential productivity,favorable spatial pattern,good location condition" and "high production potential,unfavorable spatial pattern,good location condition",the government-led model was suitable for the regulation of cultivated land in the areas of "low potential productivity,unfavorable spatial pattern,good location condition" and"low production potential,favorable spatial pattern,poor location condition" and "low production potential,unfavorable spatial pattern,poor location condition'the farmer-led model was suitable for the regulation of cultivated land in the areas of "high potential productivity,favorable spatial pattern,poor location condition" and "high production potential,unfavorable spatial pattern,poor location condition",which can make the improvement of cultivated land more effective.The niche-fitness value of for cultivated land consolidation in study area ranged between 26.02 and 93.57,and the niche-fitness value of cultivated land consolidation in the overall study area was very unbalanced;According to the niche-fitness evaluation results,the study area could be divided into three classes:priority consolidation area,general consolidation area,limited consolidation area.Each area accounted for 49.50%,30.28%and 20.22%of the cultivated land area,respectively.The result of division basically coincided with the present situation of cultivated land utilization in the study area;Using the combination analysis of key indicators,the mode of cultivated land consolidation could be divided into three types in priority and general consolidation areas:transforming slope farmland to terraces,construction and perfection of farmland irrigation and water conservancy,and improving road accessibility.Niche-fitness model is a scientific and feasible method to divide the priority of cultivated land consolidation,the results of the study have certain practical value.This exploration of introducing social forces into Cultivated Land Consolidation,investment 1s conducive to alleviating the management pressure and financial pressure of government farmland remediation and is conducive to the innovation of land consolidation investment mode.
