Exploring the potential of newly-increased cultivated land is an important landconsolidation content in hilly area. Based on existing research results, to resolve thehilly region of small scale to increase the amount of cultivated land and differences ofits terrain Space,cultivated land of the small scale hilly area as research subject,thispaper analyzes the spatial distribution characteristics of hilly area of cultivated land inthe central China and it proposes the precision consolidation;land economic behavior tothe preasnts as a tendency perspective, by element layer analysis, it analyzesevolutionary path under different driving force and explores potential evolutionmechanism in newly-increased cultivated land; it elaborates the relationship betweenevolution and consolidation, proposes a thinking of fine regulation and study the keytechnology; Juanqiao town,Guichi District,Chizhou City,Anhui Province is choosenas a small-scale study, it analyzes the characteristics of the hilly area ofnewly-increased cultivated land, determines the sources of potential and explores itspotential evolution theory and method, the fine zoning is done. This paper sums upthe problem of land consolidation process, proposes consolidation thinking based onfine terrain and land saving and intensive, studies a key technology on precisionconsolidation and coupled relationship between fine zoning and precisionconsolidation. The land precision consolidation planning and design is discussed indetail and corresponding Triad consolidation site management mode is put forward.The results show that the precision consolidation can effectively increase the amount ofcultivated land in small scale hilly region.
