| After the founding of new China,our country has built a lot of water conservancy projects,these water conservancy projects not only play the functions of flood control,water storage,irrigation and soil and water conservation,but also form a number of unique water conservancy landscape resources.These resources have long been in idle or extensive development for subjective and objective reasons,and have not played an effective role in the construction of water conservancy scenic spots.In order to further strengthen the effective protection and development of water conservancy landscape resources,China has implemented a large-scale water conservancy scenic area construction since 2001,and the number of water conservancy scenic spots has also increased.But due to some place in the process of water conservancy scenic spot planning too much moved to copy the building mode has become a scenic spot,the excessive pursuit of immediate interests,lack of green development concept and overall consideration,in the planning of soil and water resources protection knowledge is insufficient,lead to project the surrounding ecological environment under the influence of different degree,also increase the pressure of ecological environment protection work.In 2017,the government of panjin city launched the planning and establishment of liao river sluice water conservancy scenic spot.Liao river sluice project is located in the eastern suburb of shuangtai sub-district of panjin city.It is located at the end of the mouth of the tidal river of liao river and belongs to a large water conservancy project.Since put into operation in 1969,with about 800 million cubic meters per year on average in the water,the water is very important to panjin and the nearby surrounding city,at the same time,its geographical position is superior,the water system is rich,and there is a large area of reeds and rice fields,and the downstream estuary wetland is one of the six most beautiful wetlands in China.Due to its surrounding ecological environment is very sensitive,in liao river brake hub project for water conservancy scenic spot planning,strengthening the ecological environment and soil and water resources protection,both the need of scenic spot own construction and development,and maintain the surrounding environment,to go along with the new requirements of the new era of water ecological civilization construction.Combined with the planning of the water conservancy scenic area of liao river sluice,this paper conducts a detailed survey of the natural environment,regional economy and social areas around liao river sluice,clear the parts in the planning of environmental problems,in addition,the environmental resources around the planning area were investigated.Finally,the advantages and disadvantages of liaohe sluice as a water conservancy scenic area and the key points of the planning were comprehensively analyzed with SWOT method;According to the concept of ecological priority,combining with the existing hydraulic engineering layout,the scenic spots each function block of land use status quo and direction of tourism development and utilization,in as much as possible to reduce the surface disturbance and landform reshaping,on the basis of the planning area of penstock new administrative zone,shallow hole gate area,on the left bank riverside wet areas and on the riverside area four function blocks made of soil and water conservation planning division and refinement;using the principles of ecology,soil and water conservation,landscape science and other related principles,the planning measures for soil and water conservation planning and vegetation greening schemes were proposed;based on the experience of local plant species and engineering measures,the planning and design of soil and water conservation measures were carried out.On the whole,it puts forward new ways to promote the benign circulation and sustainable development of water conservancy scenic spot. |
