Irrigation and water conservancy projects are important facilities for improving comprehensive agricultural production capacity and ensuring food production safety.The construction of irrigation and water conservancy projects is an inevitable requirement for building a new socialist countryside and promoting the overall development of urban and rural areas.It is also an important guarantee for agricultural production and economic and social development.Therefore,it is of great theoretical significance and practical value to study the management modes and countermeasures of irrigation and water conservancy projects in different zones in combination with the characteristics of different zones of irrigation and water conservancy projects.In this paper,based on the analysis of Gaoyou city's geographical location,topography,river system and other factors,the irrigation and water conservancy is divided into several areas,including the plain area along the canal,the low-lying polder area and the hilly mountainous area in the west of the lake.According to the characteristics of different areas,the paper puts forward the management mode and the management key points of irrigation and water conservancy projects which is suitable for the topography features of Gaoyou city.(1)According to the characteristics that the irrigation in the plain area along the canal is greatly affected by the water level of the grand canal,the irrigation work system with local characteristics was investigated and summarized to form the theory of "irrigation during water collection period".(2)According to the characteristics of the low-lying polder area in Gaoyou city,the typical design of low-pressure pipeline irrigation project was carried out.On the basis of sufficient investigation on the water users;acceptance of electricity charges for water after the implementation of low-pressure pipeline irrigation,under the condition that compared with open channel irrigation,the cost of water and electricity for pipeline irrigation shall not exceed 2.0 times of that for open channel irrigation,in the project area,the pipeline irrigation design of rice and wheat rotation field with different area,different normal water level,elevation difference of field surface and different steeping field period were determined.(3)According to the characteristics of the hilly mountainous area in the west of the lake,the typical design of field drip irrigation project in hilly and mountainous areas was carried out,measures for soil and water conservation in small watershed in typical hilly area were also proposed.
