Study On The Development Of Underforest Economy In Jiangxi Collective Forest

In the new century,the reform of collective forest property rights,which is mainly about "clarifying property rights and lightening tax burden",has been basically completed.Under the new historical conditions,the new era has given a new mission to the forestry in collective forest areas of our country.It should not only continue to play the role of ecological security,but also make new contributions to improve peopleundefineds livelihood and increase the income of farmers in collective forest areas.In order to meet the new requirements of the new era,the development of "underforest economy" has become a new breakthrough in the development of modern forestry in collective forest areas.The monitoring data of the project team on the effectiveness of collective forest ownership reform in Jiangxi Province for nine consecutive years show that after the collective forest reform,the economic output value under the forest in Jiangxi Province has been rapidly increased,and has become a new industry that drives the income increase and employment of farmers in collective forest areas.The study on the economic development under forest in Jiangxi collective forest area is helpful to provide scientific basis for the economic development and related policy formulation under the forest in Jiangxi collective forest area.Based on the related research results at home and abroad,this paper explains the definition,connotation,characteristics and types of economic related concepts in collective forest areas by using the methods of property right theory,asymmetric information theory,externality theory,forestry sustainable management theory and so on.On the basis of summarizing the basic situation of Jiangxi undergrowth economic development under the background of forest reform in collective forest area,the development mode of underforest economy,Analyze the case of developing organization model,summarize and study the experience,effect and main problems of economic development under forest in Jiangxi province.The natural resource endowment,location,ecological environment,level of economic development,social culture,government behavior and other related factors affecting the economic development of undergrowth forest in Jiangxi province were studied and analyzed,and the financial,financial and land suitable for the economic development of undergrowth forest in Jiangxi province were put forward.Organization,science and technology,environmental protection,market protection and other universal and targeted policy recommendations.Through the research and analysis,this paper draws the following conclusions:(1)although the economic development of Jiangxi forest is fast,the overall development efficiency is low,and the development efficiency of any single production mode or organizational form can not reach the optimal level.In order to further improve itsdevelopment efficiency,it is necessary to construct the mixed form model;(2)the development efficiency of the economic production form under the forest in Jiangxi is closely related to the natural conditions,resource endowment and other factors of the project development zone,and the development efficiency of the same economic production form under the forest in different regions is not the same;(3)it is necessary to design the supporting policy system from finance,land,organization,science and technology and so on in order to ensure the rapid and high-quality development of Jiangxi forest economy in order to promote the development mode of high-quality economy under the forest of Jiangxi Province.
