Study On The Income Effect Of Grassland Ecological Reward Compensation

The implementation of grassland ecological reward compensation mechanism has a great significant to the construction of ecological civilization and economic development in grassland areas.At present,existing studies have shown that the ecological effect of grassland ecological reward compensation mechanism is gradually emerging and farmers' breeding behavior has also changed.But the effect of policies on farmers' income is not clear.The changes in income is the result of the fanner's behavior change and also has a serious influence on the sustainability of the grassland ecology award mechanism in the process of grassland ecology reward mechanism implementation-the farmer's behavior-policy goals.Thus,study on the fanner's income effect of grassland ecological reward still has the vital significance.Based on the mechanism design,incentive compatibility theory,so on and a survey data of fanners in the farmer-pastoral ecotone,this paper do an empirical research on the farmers' income effects of grassland ecology reward compensation,analyze the deep-seated reason behind change of farmers'income and evaluate the incentive compatibility between grassland ecology reward compensation mechanism and farmers' behavior changes,farmers' income.The findings of this paper are as follows:There is no incentive compatibility between the grassland ecological reward compensation mechanism and the increase of farmers' income;The implementation of the artificial forage project has changed the planting structure and planting behavior of farmers.The planting structure of farmers tends to be simplified and the planting behavior changes from grain planting to grass planting,which resulting in a significant decrease in farmers' planting income and total income.In the process of ban feeding project,part of farmers farming scale increased,but the silage pools are more idle and shorted.At the same time,captive breeding way also contributed to the farmers farming opportunity costs rise and lead to the incentive effect of barn feeding project is limited.So,the impact on the farmers income is not significant;In the context of the village revitalization strategy,the rewards of artificial forage grass and bam feeding project did not cause rural migrant workers to return to the breeding industry,and there was no significant change in the income of rural migrant workers.Compared with the single policy,the combined effect of artificial forage and bam feeding project on farmersl total income and planting income is more significant which also indicates that there is a phenomenon of low government subsidy in the process of policy implementation.Based on it,this paper puts forward some suggestions on formulating the grassland ecological reward compensation policy according to the classification,improving the intensity and precision of financial subsidies for farmers,promoting large-scale breeding,improve the grassland supervision and law enforcement system and establishing a scientific evaluation system of grassland ecological reward compensation mechanism.
