Research On Government Responsibility Of Grassland Desertification In Inner Mongolia

Inner Mongolia Autonomous Region is located in the north of the China,which is an important ecological security barrier in the north of China.When Xi Jinping participated in the deliberations of the delegation of Inner Mongolia at the 13 th National People's Congress,he stressed that the first task is to protect grassland and forests in order to maintain the determination to strengthen the construction of ecological civilization and protect the beautiful scenic line in the Northern Frontier of China.He stressed that should be laid on embodying the characteristics of Inner Mongolia and building a new way of high-quality development oriented by ecological priority and green development.The long-term unreasonable high energy consumption production and development mode in Inner Mongolia,coupled with natural factors such as geographical location and precipitation,makes grassland ecosystem very fragile and the situation of grassland desertification is severe.Grassland ecological status is very important to the ecological environment,economy,society and people's lives.Inner Mongolia's overall economic level is backward and grassland strategic position is prominent.It is not only the ecological support of ethnic minorities,but also the region where poor people gather.Grassland desertification has become an ecological problem plaguing Inner Mongolia and even China as a whole.The renewal of the meeting plan of the Leading Group of the Central Committee's Comprehensive Deepening Reform has highlighted the importance of grassland ecological protection,and promoted the concept of "landscape,forest,field,lake and lake" as a life community to the height of "landscape,forest,field,lake and grass" as a life community.The special inspections of Inner Mongolia grassland by the Central Environmental Protection Inspection Team found that the Inner Mongolian government had some negligence in controlling grassland desertification and maintaining grassland ecology.In order to satisfy the people's growing need for a beautiful ecological environment and expand the green space for the survival and development of minority areas,the government must perform its duties and responsibilities better in the major tasks of grassland desertification control.The control of grassland desertification is not only an ecological and social problem,but also a political problem.It is also an important event in the contemporary era.Taking the government responsibility of grassland desertification control as the research subject,this paper expounds therelevant concepts and theoretical basis of the government responsibility of grassland desertification control,and comprehensively analyses the current situation,existing problems and causes of the government responsibility of Inner Mongolia desertification control,drawing lessons from the experience of developed countries in desertification control,from the concept of government development,government supervision and management,and government function work.The government's administrative law enforcement,government propaganda and mobilization,government coordination,government performance evaluation and accountability,government talent team construction and other aspects put forward countermeasures to improve the government responsibility of grassland desertification control in Inner Mongolia.
