The core of modern agriculture is the sustainable development of agriculture,and its important content is agricultural security.As a traditional agricultural County,Hai'an has a large proportion of agriculture and a high share of agricultural economy.With the continuous improvement of the level of agricultural mechanization,the number of agricultural machinery is increasing,and at the same time the importance of agricultural machinery safety supervision is becoming more and more prominent.In agricultural production,there are three elements: "people,machine,and environment".The occurrence of agricultural machinery accidents is closely related to the quality of drivers.People are put first,and the supervision of the safety of agricultural machinery is strengthened,and the "card rate,license rate,and annual inspection rate" of agricultural machinery is improved.Eliminate hidden danger of safety,avoid the occurrence of agricultural machinery accident,create a good environment for the safe production of agriculture.The main contents of this paper are as follows:(1)This paper introduces the origin and research significance of this topic,and briefly analyzes the application background of agricultural machinery safety supervision in agricultural production and the current situation at home and abroad.(2)This paper introduces the construction and function of the safety supervision system for agricultural machinery in China,discusses the responsibilities and obligations of agricultural machinery safety supervision,and puts forward related theories such as system principle,humanism principle,prevention principle,and compulsory principle.(3)This article introduces in detail the daily work flow and development of the agricultural machinery safety supervision in Hai'an County,and,in conjunction with his internship in the Agricultural Machinery Safety Supervision Office in Hai'an County,finds out the problems and conducts investigations and research.(4)To investigate and analyze the causes of agricultural machinery accidents in Hai'an County,it was found that drivers should take the main responsibility for agricultural machinery accidents,and then analyze the quality structure of agricultural machinery operators in Hai'an County,and propose feasible solutions to the problems found in supervision.(5)Quantitative analysis of the "three rates" of agricultural machinery in Hai'an County.Based on the knowledge learned,the mathematic model of agricultural machinery brand management was established,and the changing trend of agricultural machinery brand management in Hai'an County was discussed and analyzed.The VB was used to design the "three rate" predictor to help predict the "three rate" of agricultural machinery.(6)Put forward countermeasures to solve the problems existing in the supervision of agricultural machinery safety in Hai'an County,learn from the typical practices of Jiangsu Province and relevant departments,draw lessons from the experience of major inspections of safe production in various cities,and draw inspiration from the establishment of the "Ping An Agricultural Machinery" in Hai'an County.We will optimize and improve dynamic joint law enforcement inspections,establish a dynamic supervision system for agricultural machinery safety,and form a closed-loop feedback mechanism for dynamic supervision.By analyzing the current situation of agricultural machinery safety supervision in Hai'an County,combining theory with practice,this paper analyses and investigates the causes of agricultural machinery accidents and the quality of drivers,puts forward countermeasures to the existing problems,establishes a mathematical model of agricultural machinery license management,puts forward for the first time that the Markov chain is used to predict the "three-rate" of agricultural machinery,and designs a "three-rate" prediction management system of agricultural machinery to predict the "three-rate" of agricultural machinery.In this way,the dynamic supervision system of agricultural machinery safety has been established,and new objectives for agricultural machinery supervision have been formulated.This study provides a theoretical basis and reference for the future work of agricultural machinery safety supervision.
