The unclear property rights of collective forest land and the unfavourable geographical conditions are the important reasons for the low production efficiency of forest farmers and the low enthusiasm of forest management.Since the implementation of the new round of forest reform,farmers' forest land property rights have been gradually clarified,the scope of forest farmers' forest land rights has been gradually widened,and the security and stability of forest farmers' forest land property rights have been gradually enhanced.With the gradual optimization of policy and institutional arrangements and the improvement of forest land natural conditions,whether forest land rights and forest land geographical conditions could effectively stimulate farmers' enthusiasm for forest land management and improve farmers' forest income are urgent needs for scholars to test the theory and implementation.Throughout the existing literature at home and abroad,the research on the benefits of farmers' forest land production mostly focuses on the impact of farmers' subjective cognition of forest reform policy,the implementation of forest reform,and the cognition of property rights on farmers' management behavior or long-term income.From the perspective of forest land characteristics,the influence of forest land property rights and geographical characteristics on farmers' management behavior is rarely studied.Therefore,based on the existing research defects and the practical problems of low level investment in forest farmers,combined with the relevant theoretical basis and forest land property rights reform,this paper constructs the theoretical analysis structure of "forest land characteristics-farmers' economic behavior-forest land investment".Firstly,this paper reviews the changes and characteristics of farmers' forest land investment,forest land property rights and forest land geographical environment since the forest reform,and pays special attention to the influencing factors of farmers' forest land investment behavior.Taking 1315 farmers' samples from three important provinces of forest reform in southern collective area(Jiangxi,Fujian and Hunan)as an example,this paper empirically analyzes the influencing factors of farmers' forest land input behavior by means of statistical analysis and econometric empirical test.Then,based on the investment effect and incentive effect of forest land property rights and the resource endowment effect of forest land geographical characteristics,Furthermore,Double-Hurdle regression model is used to test the influence of forest land property rights and geographical characteristics on farmers' forest land capital input and labor input from the micro level.The main results are as follows:(1)The decision-making behavior of farmers' forest land input is the result of the comprehensive action of internal and external factors,which is not only affected by farmers' own family characteristics,but also restricted by external environmental factors.Among them,the main internal factors are the personal quality of farmers and the situation of their families.For example,the education level,age and whether or not to serve in the village committee of the head of household,the external factors are mainly forest reform policy factors,market incentive factors and land management characteristics;(2)Safe and clear woodland property rights promote farmers' investment in forestland capital and labor force.Through the study,it is found that farmers are more inclined to invest in forest land with complete rights,that is,forest certificate forest land,which will not only promote farmers' capital investment in forest land.It will also promote it to increase its input into the labour force;(3)Superior geographical conditions(irrigation,terrain)could promote farmers' investment in forest land,but inconvenient traffic conditions(forest land is far from the road)inhibit farmers' investment in forest land.(4)The short growth cycle of forest land management(such as commercial forest and economic forest)will promote farmers' investment in forest land capital and labor.Finally,based on the practical problems and research conclusions,this study draws the relevant policy recommendations from the cognitive and comprehensive policy level as follows:(1)To attach importance to the safety and stability of forest land rights of forestry operators,and improve the level of forest land certification.(2)To improve the implementation mechanism of forest land rights system and improve the cognitive level of farmers' forest reform policy;(3)Strengthening the construction of forestry infrastructure in collective forest areas and improve the system and mechanism of forestry market.(4)Perfecting the relevant service system of collective forest region.
