Investigation On Epidemic Factors Of Avian Influenza And Optimization Of Surveillance System In Hunan Province In 2016-2017

In major animal diseases,avian influenza as a zoonosis has been a threat to the development of animal husbandry and safety of public health in China.At present,the epidemic situation and cases reported by the the Ministry of Agriculture and the Ministry of Health,become severe and increase annually,and the prevention and control of avian influenza in the future is not optimistic.Therefore,it is very important to do the surveillance of avian influenza.In order to optimize the avian influenza surveillance system in Hunan province,this study investigated the status of avian influenza monitoring system and the epidemic factors which effect the prevalence of avian influenza in Hunan province based on its the existing situation.By investigating the current situation of avian influenza surveillance system and combined with the avian influenza surveillance in Hunan Province during 2017,this paper finds that there are four problems in the current avian influenza surveillance system.First,the uneven distribution of surveillance resources is mainly reflected in the uneven distribution of avian influenza prevention and control resources,surveillance personnel and laboratory capacity.Second,the distribution of surveillance tasks was not matched with epidemic risk include density of poultry breeding,transaction risk,high incidence season of avian influenza and migration of migratory birds.Third,the intensity of passive surveillance is not enough,it don't to pay enough attention in passive surveillance;the death cases of unknown cause can not be reported in time;the diagnosis and testing of the grass-roots veterinarian department is not timely.Fourth,the number of samples combined with statistics is not close,veterinarians did not assess the number of poultry populations before sampling.According to the current surveillance system problems,combined with the actual situation of Hunan Province,this paper focuses on poultry breeding,Poultry transportation,migration of migratory birds and epidemic situation of avian influenza.The results of the investigation:On the time dimension,migration of migratory birds and epidemic situation of avian influenza in every October to March next year.On the spatial dimension,the high density poultry breeding areas include Hengyang,Changde,Changsha and Yongzhou,the high risk poultry trading areas include Changde,Changsha and Yueyang;The migration range of migratory birds includes Changsha,Yiyang,Changde,Shaoyang,Huaihua,Zhuzhou,Chenzhou and Yueyang;High incidence areas of poultry disease include Yongzhou,Changde,Huaihua and Chenzhou.The high incidence of human cases include Shaoyang,Yongzhou,Yueyang and Chenzhou.In a comprehensive discussion,the time range of high incidence of avian influenza is from October to March,and the high incidence of areas include Changsha,Changde,Yueyang,Huaihua,Shaoyang,Yongzhou and Chenzhou.Through the investigation of the above two aspects,This paper puts forward four suggestions for optimizing the existing avian influenza surveillance system in Hunan province:First,rational distribution of avian influenza surveillance resources;Second,to improve the distribution of avian influenza surveillance;Third,optimization of avian influenza surveillance task arrangement;Fourth,strengthen the prevention and control of avian influenza.
