Trend Analysis And Countermeasure Research On Expropriation And Occupation Of Forest Land In Jin’an District

In response to various strategic decisions to expand domestic demand,Various types of construction projects come in succession.Restricted by the use of land resources,people have turned their attention to forest land resources.Under the impact of various projects,the contradiction between economic development and forest land protection is increasing day by day.Especially in recent years,illegal occupation of woodland,wanton change of woodland use,deforestation and reclamation have emerged in endlessly.If we do not take effective management measures,on the one hand,it will cause the loss of forest land resources and the phenomenon of green hills hanging white;on the other hand,it will greatly affect the process of ecological civilization construction in Jin’an District.With the clear status of forestry as the main body of ecological civilization construction,strengthening forest land management,avoiding excessive use of resources and maintaining healthy development of forest land resources are both strategic objectives and development needs.Located in the northeast of Fuzhou City,Jin’an District is situated in an advantageous geographical environment and abundant woodland resources.However,in recent years,Jin’an District is also facing tremendous challenges from the use of forest land for construction projects and illegal destruction of forest land.This paper deeply analyses the situation of expropriation and occupation of forest land in Jin’an District over the years,In view of the contradiction between supply and demand,illegal occupancy,department coordination and post-supervision caused by the sharp increase of forest land demand in Jin’an District,Put forward scientific,reasonable and feasible countermeasures.The main conclusions are as follows:(1)Although the use of forest land in Jin’an District has been effectively alleviated under the policy control,it still shows an upward trend in general.At present,it has exceeded the quota of forest land use.At present,the use of ecological forests has been controlled to a certain extent.Most of the project types tend to be occupied permanently.The use of forest land is concentrated in grade III and IV forest land.Illegal occupancy of forest land is still serious.(2)The grey correlation method was used to analyze the correlation degree between the expropriated forest land and the types of forest land,the grade of forest land protection and the types of construction projects.It was found that the three types of shelter forest,grade III protected forest land and temporary project had the greatest correlation with the expropriated forest land.(3)Using grey forecasting method to forecast the area of forest land used in construction projects in 2019,through the construction of forecasting model,it can be clearly seen that the use of forest land in Jin’an District is still rising in the future.Finally,according to the problems existing in the daily management,approval and ex post supervision of the expropriation and occupation of forest land in Jin’an District,combined with the requirements of forestry science and technology in the new era,practical and effective suggestions are put forward to provide reference for future forest land management and resource protection.
