Water resource is not only a natural resource for human existence,but also an economic resource.China is in the severe situation of water shortage in recent years.With the development of social economy,Chinese people's demand for water supply and water quality is constantly improving,and the problem of water shortage is more and more prominent,which has seriously affected the normal life of Chinese people and even threatened the safety of human life.From this point of view,we should strengthen the concept of water-saving,to protect the water environment for human survival.As the largest grain base in China,Heilongjiang province has a huge demand for agricultural water.However,Heilongjiang province is one of the provinces with water shortage.Therefore,agricultural irrigation water problems should be paid great attention to.For a long time,farmers with weak consciousness of saving water account for a large part,which aggravates the situation of water shortage in China.Although China has achieved phased results in water conservation,it is still unable to meet the growing needs of agricultural production,so we must deepen the concept of water conservation.The most effective way to save water resources and protect water environment is to set reasonable water price and promote the reform of agricultural water price.Based on the successful experience of setting water price at home and abroad,this paper analyzes the current situation of agricultural water price in China,and considers that the price of agricultural water is generally low.Firstly,the data of agricultural water supply,production cost and period cost of Xing Kai lake irrigation area in Heilongjiang province were collected and analyzed,and the two-part water price of the irrigation area was worked out.Secondly,based on the analysis of the influencing factors of water price and the establishment of the full-cost water price model,the full-cost water price in the irrigation area is determined,and the rationality and feasibility of the two kinds of water prices are analyzed.Finally,the degree of abundance of water resources and capacity of water of water price and water price influencing factors into the full costs of water,respectively,to calculate the three water: water supply of water,water price and water abundance degree of lack of water,on the basis of the analytic hierarchy process(AHP),respectively,on the degree of important factors affecting water price for water are compared,and two and hierarchical analysis model is established,the abstract into more intuitive to the importance of the data,draw three water attribute weights respectively,so as to develop a comprehensive water price,the price of water is more realistic,accord with the requirement of Xing Kai lake irrigation area water resources sustainable development,easy to use.On the basis of setting a reasonable price of agricultural irrigation water,a water-saving incentive mechanism is established in accordance with the development of irrigated areas.Formulation method of water price,and formulates the agricultural water price in line with the development of irrigation area,which can not only achieve the purpose of protecting water resources,but also promote agricultural production,improve the quality of life of residents,and provide certain theoretical basis for the formulation of agricultural water price in Heilongjiang province.
