The comprehensive reform of agricultural water price has been relating to the sustainable development of agriculture.The southern area of Jiangsu Province is located in the Taihu Lake Basin with abundant water resources,but there are also seasonal,ecological and engineering water shortages.Therefore,the comprehensive reform of agricultural water price is also of great significance in such areas.Taking Liyang City of Jiangsu Province as an example,this paper explores the comprehensive reform proposal of agricultural water price in view of its natural geography,agricultural structure and water conservancy construction situation.Firstly,this paper reviewed the research progress of water measuring facilities,agricultural water price formation mechanism,farmers,affordability and water-saving incentive system at home and abroad.By summarizing the practical experience of agricultural water price reform in typical areas of the country,the influencing factors of agricultural water price reform was analyzed combining with the actual situation of Liyang City,and the key work of the agricultural water price reform has been specified.Secondly,the zonal governance scheme and engineering development mode of Liyang City water conservancy project were specified according to the characteristics of irrigation and water conservancy projects.The overall plan of measurement layout in irrigation districts was formulated according to the different characteristics of irrigation districts in Liyang City,and the water measuring proposal for irrigation district was put forward on the basis of comparison and selection of different types of water measuring facilities.Thirdly,the classification standard of agricultural water quota was established according to the measured data set of irrigation water in Liyang City.On this basis,the regional total quantity control index was gradually decomposed into specific water sources,and the initial water rights was defined by adopting the quota control method and following the principle of "total quantity control,quota management".Fourthly,the calculation scope of water supply cost was defined under the comprehensive consideration of the factors as water supply cost and water user's affordability.The calculation methods of total cost price,operation cost price and two-part water price were adopted,and the price standards of agricultural water grading,classification,distribution were reasonably formulated.On this basis,a precise subsidy mechanism for agricultural water use that matching the water-saving effect and local financial resources was constructed by considering the water users' affordability.Finally,a proposal was put forward to improve the management and protection mechanism of agricultural water conservancy facilities according to the current situation of water conservancy construction and management in Liyang City,besides,the responsibility assessment system and performance assessment system for comprehensive reform of agricultural water price in line with the characteristics of agricultural water management in Liyang City were established.This paper discussed the zoning governance and engineering mode of agricultural water conservancy project in Liyang City,construction of water measuring facilities,water rights allocation mechanism,agricultural water price formation mechanism,incentive and supplementary measures,management and protection mechanism,as well as assessment mechanism,thereby providing certain reference for the future implementation of agricultural water price comprehensive reform in southern area of Jiangsu province.
