Mongolia prides itself on having a good dairy industry.In Mongolia,the pastoral sector occupies an important place in the social economy,with an annual contribution rate of 10-13 per cent to gross domestic product(GDP).In recent years,the accelerated urbanization process has greatly increased the quality and quantity of dairy products,but the dairy industry in Mongolia has not been fully developed,so it is necessary to further develop the economy and improve the quality of life of the people,accelerate the development of dairy industry and promote the overall development of animal husbandry.Using a semi-structured questionnaire,a sample survey of 91 small-scale dairy farmers was carried out in 2019 to collect equal cross-sectional data on socioeconomic factors and milk production over the past month.A stochastic frontier model was used to analyze the technical efficiency,configuration efficiency and economic efficiency of milk production,and Tobit model was used to evaluate the factors related to economic efficiency.The results show that the average technical efficiency of farmers is 68.7%,the average allocation efficiency is 91.3%,and the average economic efficiency is 62.6%.The results show that because farmers have high allocation efficiency,low technical efficiency is the main reason for farmers' low economic efficiency.From the survey results,there are quite a number of problems affecting the production efficiency.Therefore,productivity gains should be achieved through existing inputs and production costs.increasing returns on scale(IRS)for farmers indicates that increasing the utilization of available resources will lead to a corresponding increase in milk production.Increasing the size of cattle herds,feeding animals with sufficient concentrates and ensuring that the health costs of animals are met can effectively increase the milk productivity of small-scale farmers.At the same time,the study found that older farmers were responsible for the technical inefficiency of milk production;the cost of concentrate and other feed was a major component of the total cost of dairy production;moreover,the level of allocation efficiency among farmers was quite high,indicating that the farmers in the study area were efficient in cost minimization,although they were poor in resources.The study shows that age,family size,proportion of dairy farming to income,employment labor force and monthly cost of concentrate are important factors affecting the economic benefits of small-scale dairy farmers in Mongolia.Accordingly,appropriate interventions should be made to maximize productivity through the appropriate use of existing inputs and the reduction of production costs.
