country's rural revitalization,in the key period of building a well-off society in an all-round way,many regions of our country pay great attention to the development of characteristic industries,which can be said to have become an important direction of the economic development of our county.In the 2019 Central Document No.1,it is clearly proposed to speed up the development of rural characteristic industries,develop diversified and characteristic agriculture according to local conditions,advocate the development of "one county,one industry",and support the construction of a number of special agricultural products advantage areas.In this context,the development of local characteristics ushered in a new historic opportunity.The vast areas of the central and western regions are affected by historical factors and the actual environment,and the level of economic development lags behind that of the eastern coastal areas.However,the central and western regions are vast in size,with diverse geographical conditions and different customs and customs,which have formed different regional characteristics in the long-term process of social development,and have also developed industries with unique local characteristics.The development and growth of these industries is closely related to the behavior of local governments,it can be said that the development of local Jiang City,Hubei Province,and studies the local government behavior in four different stages of the stage of industrial spontaneous development stage,government guidance development stage,industrial gathering stage development stage and industrial innovation development stage.It points out that the role orientation bias,the weak supervision and guidance of the government,the related support measures and the imperfect system reform are the problems in the development of the crayfish characteristic industry.Finally,the local government should standardize and improve the behavior in the development of characteristic industries,realize the transformation of characteristic products to characteristic industries,and change the characteristic industry to the characteristic economy,that
