Research On The Policy Effectiveness Of Mutton Sheep Industry In Inner Mongolia

Inner Mongolia,as an important production and processing base of green agricultural and animal husbandry in China,has unique animal husbandry resources and significant comparative advantage to develop the mutton sheep industry,and mutton production capacity for many years to maintain the first place in the country.In order to support the utilization of abundant factor endowment of Inner Mongolia mutton sheep industry,give full play to local advantages,and promote the increase of income of farmers and herdsmen,the Inner Mongolia government have successively issued series of policies and projects to foster,support and promote the development of mutton sheep industry.Moreover,since the 18 th National Congress of the Communist Party of China,ecological environment protection had become the key point of every development plan.Now the ecological priority and green development are the basic prerequisite for the development of animal husbandry.Grassland ecological protection has become an important part of the policy combination of Inner Mongolia mutton sheep industry,delimited the boundary for the development of Inner Mongolia mutton sheep,guaranteed its benign development and reduced negative externality.Therefore,under the existing conditions,adjusting and perfecting the policies of mutton sheep industry,ensuring the ecological priority,continuously improving the industrial structure,and increasing the industrial efficiency and industrial output value,have been included into the research scope of high-quality development of Inner Mongolia mutton sheep industry.With the continuous development of China’s economy and the improvement of people’s consumption level,as a green and pollution-free medium and high-grade consumer goods mutton has gradually been favored by the market,and as the price of mutton continues to rise,which creates conditions for the development of Inner Mongolia mutton sheep industry.However,at this stage,the development of Inner Mongolia mutton sheep industry is not mature,and there are some problems,such as the overall scale of the industry is small,the rigid constraints of the ecological environment,the loose connection of the industrial chain interests,the insufficient guarantee ability of factor resources,and the low degree of industrial openness.Therefore,how to improve the output efficiency,production efficiency and competitive strength of mutton sheep industry under the premise of protecting grassland ecology and environment of rural and pastoral areas by adjusting and improving industrial policies has become an important research topic for the high-quality development of mutton sheep industry in Inner Mongolia.In the above background,based on the factor endowment theory,the industry accumulation cycle theory and Smith policy implementation theory,this paper comprehensively uses descriptive statistical analysis,policy text structure analysis,mathematical model analysis and econometric analysis to conduct the research.First,this paper discusses and classifies the historical evolution of Inner Mongolia mutton sheep industry and its industrial policy in stages,and then analyzed the problems of Inner Mongolia mutton sheep industry and industrial policy;secondly,this paper adopts the regression model of policy of cross multiplication,cointegration and error correction model and factor analysis model of entropy method to endowments effect,financial effect and political effect of Inner Mongolia mutton industry The comprehensive effect of policy is studied.Finally,the paper summarizes the policy experience of developed countries in Mutton Industry,and puts forward the suggestions on improving the Inner Mongolia mutton industry policy.The results show that:First,since the reform and opening policy,the mutton sheep industry of Inner Mongolia has made rapid progress.The mutton sheep industry has experienced four stages: “germination,steady growth,rapid growth and industrial transformation”.There is a symbiotic evolution between the development of Inner Mongolia mutton sheep industry and the upgrading of factor endowment relationshipSecond,Inner Mongolia mutton sheep industrial policy can be divided into five categories: industrial support,industrial regulation,ecological compensation,structural adjustment and public service.The evolution of the policy system presents the characteristics of stages.The existing mutton sheep industrial policy has a top-down operation mechanism.Due to the increase of decision-making supervision and feedback control unit,it provides a way for policy adjustment.However,there are some problems in the formulation and implementation of mutton sheep industry policy,such as inaccurate policy direction,dislocation of policy supply and demand,insufficient investment in public services,high cost of policy implementation,imperfect policy function and so on.Third,the paper evaluated the effect of Inner Mongolia mutton sheep industry policy from the perspective of factor endowment: the interaction between policy variable and factor endowment variable was used to represent the factor endowment effect of industrial policy.The empirical analysis showed that the Inner Mongolia mutton sheep industry policy has significant intermediary and regulatory effect on the essential endowment of labor force and fixed assets stock,and the implementation of the policy is important on the performance of these effects.We also found that the efficiency of labor force is increased,but the implementation of policy reduces the output efficiency of fixed assets.In addition,the public service industry policies of variety improvement and technical service have also significantly improved the yield efficiency and technical efficiency of the factors of artificial grass production,which is consistent with the guiding policies of the state and autonomous region to emphasize the improvement of the quality of factors and the development of high quality.Fourth,from the financial perspective,the paper evaluates the effect of public fiscal finance policy of Inner Mongolia mutton sheep industry: the fiscal expenditure policy significantly promoted the development of Inner Mongolia mutton industry,and there are differences in the effect of financial expenditure in different stages.The fiscal expenditure has a long-term and short-term co-integration relationship with the development of Inner Mongolia mutton industry,and has obvious lag effect.Fifth,the paper evaluates the effect of Inner Mongolia mutton industry policy from a comprehensive perspective: the policy of encouraging large-scale breeding,cooperative development and promoting the development of regional mutton sheep industry is the most obvious;the policy of grassland ecological award and supplement has significantly improved the grassland ecological level;the effect of industrial regulation policy is obvious;the scientific and technological services,mutton sheep breeding promotion policies,and epidemic control polices showed the characteristics of long-term stability and periodic fluctuation effect.Sixth,combined with the results of empirical analysis and the policy experience of developed countries in mutton sheep industry,the paper puts forward relevant suggestions on optimizing and perfecting the policy of mutton sheep industry in Inner Mongolia from the aspects of production factor system reform,industrial development layout,policy operation mechanism,ecological environment protection,promoting the income of farmers and herdsmen,improving public services,and improving the degree of production organization.
