Research On Financing Risk Of S County Golden Rooster Breeding Industry Poverty Alleviation Project

With the proposal of the rural revitalization strategy of the no.1 document of the central committee in 2018,the goal of getting rid of poverty has risen to an unprecedented height.getting rid of poverty is an important prerequisite for realizing the rural revitalization strategy,and grasping the industrial poverty alleviation is also the only way to achieve rural revitalization.Industrial poverty alleviation can also be called “out of poverty”,that is,industrial development to promote poverty alleviation.It is an important way to achieve rural revitalization.At present,the overall industry poverty alleviation policy is quite effective,but specific to individual industrial poverty alleviation projects,they have more or less problems in the operation process,especially in project financing.Difficulties in financing and inadequate prevention and control of financing risks have become the main factors restricting the establishment and operation of industrial poverty alleviation projects.The existence of these problems is not conducive to the development of industrial poverty alleviation projects.It can be seen that the establishment of an objective and effective industrial poverty alleviation project financing risk assessment system to assess project financing risks,and accordingly propose corresponding financing risk prevention strategies,is essential for the control of the overall financing risk of the project.Therefore,this paper takes poverty alleviation project of chicken breeding substitution industry in S county as an example,comprehensively evaluates and analyzes the financing risk of the project,and on this basis,puts forward the targeted risk prevention countermeasures of the project,and hopes to improve the management's risk prevention ability for this project.This paper firstly reviews the domestic and international status and related theoretical foundations of industrial poverty alleviation,project financing and financing risk assessment methods,and attempts to find ways and methods of financing risk assessment for poverty alleviation project of chicken breeding substitution industry in S county.Secondly,this paper makes a qualitative analysis of the financing risks of the project.The analysis includes the following six aspects: policy risk,market risk,credit risk,management risk,technical risk and environmental risk.Thirdly,according to the above six aspects combined with the principle of index construction,this paper selects six secondary indicators and 23 third-level indicators from the project perspective,and selects three secondary indicators and nine tertiary indicators from the perspective of financing path.The fuzzy comprehensive evaluation method is used to quantitatively evaluate the project financing risk.The results show that the current financing risk of the chicken breeding substitution project is in the state of general financing risk.Finally,based on the results of the project financing risk assessment,this paper proposes the risk prevention and control measures for the chicken breeding substitution industry poverty alleviation project.
