The ban on catching is an important measure to implement the protection of the Yangtze River.It not only plays a role in protecting fish resources,but also has a positive significance for improving the ecological environment.Poyang Lake is an important lake in the Yangtze River Basin and the “Mother Lake” in Jiangxi Province.It has a very important strategic position in the Jiangxi and Yangtze River Basin,and in the national and global economic and social development and ecological security.The ban on Poyang Lake is an important area in the Yangtze River Basin,which is related to the livelihood and social stability of fishermen living around Poyang Lake.In this context,it is particularly important to carry out a survey on the current livelihood status of fishermen,and the related analysis of the relationship between the willingness to retreat and livelihood capital.At the same time,a set of compensation framework is formulated based on relevant information such as the fishermen’s willingness to pay compensation standards and compensation methods,which can provide reference for the state to formulate corresponding compensation prohibition measures and policies for converting industries and industries.It is of great significance for maintaining regional stability,implementing rural revitalization strategies and targeted poverty alleviation policies,building a well-off society in an all-round way,and enabling fishermen to achieve sustainable development.Based on the ban on catching,this study conducted a sample survey of 324 fishermen from 11 counties(cities,districts)in Poyang Lake,using interview questionnaires and using Microsoft Office Excel 2013 software to summarize the basic information of fishermen in the study area.Status,willingness to withdraw arrest,and willingness to compensate.According to the sustainable livelihood framework released by the Department for International Development(DFID),combined with the actual conditions and regional characteristics of fishermen in the study area,16 evaluation indicators were selected to build an evaluation system,and each index was determined using the entropy method Weights and index values to calculate the current status of fishermen’s livelihood capital.At the same time,the SPSS binary logistic regression analysis method is used to analyze the relationship between fishermen’s willingness to withdraw and their livelihood capital;the fishermen’s compensation framework is constructed based on the above research results.research shows:(1)Among the 324 fishermen households surveyed.The average age of fishermen is 52.5 years old,and their primary education level is primary.Regarding the prohibition of arrest,the proportion of those who are unwilling is higher than the willingness,and the concerns of fishermen after the arrest are concentrated on the five major issues of health,employment,children’s education,social security,and compensation.(2)The fishermen’s livelihood capital is estimated to be 1.6587 by measuring the fishermen’s livelihood capital,of which the fishermen’s natural capital value(0.3968)is the highest and the social capital value(0.2289)is the lowest;(3)Through the binary logistic regression analysis of the relationship between fishermen’s willingness to retreat and livelihood capital,it is obtained that: fishermen’s human capital,physical capital and social capital have a significant positive correlation with their retreat willingness,and fishermen’s human capital,physical capital and social capital have The willingness to retreat has a significant positive impact.When the fishermen’s family members have a high level of knowledge,the age structure of the labor force is younger,the family has a certain material foundation,such as good housing construction conditions,well-equipped families,and fishermen’s families with more developed social relations networks agree The willingness to catch is stronger;natural capital and financial capital have a significant negative impact on the willingness to withdraw.When the fishermen’s families catch more fish,the fishermen rely heavily on natural capital,and the entire family’s income mainly comes from fishing.Income,relying on borrowing to obtain funds to invest more in fishing,the ban will lead to increased pressure to repay debts,unable to maintain a livelihood,such families are more willing to retreat arrest.(4)Fishermen have different views on compensation methods and compensation standards.A single monetary compensation is satisfactory to meet the needs of different fishermen.According to the fishermen’s willingness to compensate,a compensation framework based on a combination of age compensation and monetary compensation was developed.
