In recent years,cities in the central and western regions,such as Wuwei City,Gansu Province,have fully realized that the development of animal husbandry is very important,especially for the local promotion of rural revitalization and the realization of economic and social curve overtaking.However,in the face of objective disadvantages such as sparsely populated land,barren farmland,and shortage of water resources,the outdated traditional animal husbandry and the costly and energy-consuming suburban facility animal husbandry do not meet the actual needs of local sustainable development and vigorously develop ecological benefits Rural facility animal husbandry with good environmental pollution,low economic pollution and high economic benefits is the best choice and feasible path for leading development,which in turn has led to the idea and guidance of using facility funds to develop facility animal husbandry.This paper focuses on the actual survey data of rural facility animal husbandry in Wuwei City.Comprehensive use of theoretical research,case study,gray analysis,research and other methods to objectively and comprehensively analyze the impact of Huinong Fund on the development of rural facility livestock in the region.The results show that there is a positive correlation between the total area of rural facilities and the capital investment of farmers.Among them,the development level of facility animal husbandry,represented by the scale of development of facility agriculture and animal husbandry,is most closely related to the level of financial benefits to agriculture.The role of fiscal benefits to farmers in supporting and guiding the expansion and strengthening of rural facility animal husbandry is particularly important,and it even plays an important role in demonstration and guidance.Vigorously implement the animal husbandry ecological optimization project,and vigorously issue subsidies for returning farmland(grazing)to forestry(grass).The amount of subsidies increased from 12.98 million yuan in 2002 to 450 million yuan today,with an average annual growth rate of 549%.Rural facility animal husbandry investment has been continuously With the increase,the facility's animal husbandry industry has achieved certain results.The proportion of the animal husbandry industry to the plantation industry has increased from 0.23: 1 in 2009 to 0.46: 1 in 2018.However,from the perspective of the overall scale and industrial structure of the animal husbandry,the extensive and low-end of the animal husbandry,the traditional animal husbandry account for a large proportion,there are still not enough subsidies for the benefit of farmers,the incomplete fund management mechanism for farmers,The quality of personnel needs to be improved,and environmental protection investment needs to be strengthened.This paper proposes that Wuwei City needs to further optimize the agricultural benefit fund management system,increase investment in agricultural benefit funds,accelerate the adjustment of the animal husbandry economic structure,establish a product quality and safety production supervision system,accelerate the green development of the animal husbandry industry,and deepen the construction of frontline service systems Relatively speaking,the opinions,conclusions,and suggestions for supporting the development of rural facility animal husbandry have certain theoretical and practical value.
