Agriculture is the foundation of national economy.In the process of promoting green development,modern agriculture should also be transformed and developed.In the process of Agricultural Green Development,one of the most prominent problems of agricultural products in China is pesticide residues.It is imperative to reduce pesticide application.China introduced the Green Control Technology in the1990 s.The Green Control Technology is to prevent diseases and pests through various specialized technologies.The technology specifically includes three types of chemical,physical and biological Green Control Technology,its core features are strong operability,good effect of pests and diseases,reducing the rate of pesticide application,promoting green agricultural development,and promoting the coordinated development of people and ecology.So,what is the current situation of domestic the Green Control Technology? What happens when the technology is adopted? Is there a reduction in pesticide use? What has been the impact on crop yields?Based on the above-mentioned problems,this study,taking the Green Control Technology of rice as an example,explored the adoption and effect of the Green Control Technology of rice through the surveydata of 227 rice farmers in Wuchang,Heilongjiang.On the whole,the adoption rate of the Green Control Technology in rice in Wuchang,Heilongjiang is high.The farmers adopting the Green Control Technology accounted for 94.27% of the total number of survey samples.Specifically,the farmers adopting chemical,physical and biological the Green Control Technology accounted for 85.02%,45.37% and 68.72%of the total number of survey samples respectively.In terms of the reasons for the adoption of the Green Control Technologies in rice,farmers with a high rate of adoption have generally participated in government or cooperative training,or obtained from pesticide distributors,but have not adopted them,the main reason is that farmers think that the cost of the Green Control Technology is too high,human costs are too high.Based on the analysis of the status quo of the Green Control Techniques adopted by rice farmers,this study constructs an econometric model to empirically analyze the effects of the Green Control Techniques on the cost of pesticide application and the yield per mu of rice.The results show that under certain other conditions,compared with the application of traditional chemical fertilizer and pesticide,the application of the Green Control Technology can significantly reduce the cost of applying pesticide in rice cultivation,the Green Control Technology can significantly increase the yield per mu of rice.On the basis of the adoption of the Green Control Technology in rice and the analysis of their effects,it is concluded that the adoption rate of the Green Control Technology in Wuchang,Heilongjiang is high at present,and this technology can significantly reduce the cost of pesticide application and increase the yield of rice per mu,to further expand the promotion,put forward the following recommendations.First,through the diffusion of technology,farmers should be guided to use technology,at the same time,we should establish a sound information dissemination and pest control system to control the agricultural products market.Second,actively publicize and implement land transfer,advocate the employment of workers to apply medicine,implement agricultural subsidy policy,and lower the threshold of adopting the Green Control Technology.Finally,to enhance farmers' health awareness and environmental awareness,formulation of pesticide related policies should also take into account farmers' health.
