| ObjectiveThis paper analyzed the allocation, supply demand and utilization of bed resources in medical and health institutions in Zhengzhou from 2010 to 2015,aiming at exploring the problems in the process of allocation and utilization of bed resources, providing theoretical basis and information support for Zhengzhou regional health planning(2016-2020).MethodsThe research methods used in this paper were literature research, descriptive research and quantitative research. This paper used a general statistical description of the allocation and changes of bed resources in medical and health institutions in Zhengzhou, using the supply and demand ratio method to evaluate the supply and demand of resources, using Gini coefficient and differential index to evaluate the equity of resource allocation. The balance of resource allocation was evaluated by the health resource density index and the Theil index, and the utilization of resources was evaluated by the rank sum ratio method and the grey correlation analysis method.Results1.In 2015,the total amount of medical and health beds in Zhengzhou was 78115,including 70762 beds in hospitals,6208 beds for medical and health institutions at the grass-roots level,1145 beds for professional public health institutions,6.91,6.26,0.55 and 0.10 beds per thousand population There are 10.32 beds per 1000 population in six cities and 3.48 beds per 1000 population in six counties(cities). The bed resources are mainly concentrated in the central city of Jinshui and 27 districts. From 2010 to 2015,the amount of bed resources in Zhengzhou was increasing and the total number of beds was abundant.2.In 2015,there were 70762 beds in hospital in Zhengzhou.Among them, the number of general hospital beds was 43507.The number of Chinese medicine(Integrated Chinese and Western Medicine)hospital beds was 11992,and the bed number of the special hospital was 15263.From 2010 to 2015,the proportion of hospital bed digits in general hospital declined. The proportion of hospital beds in traditional Chinese medicine(traditional Chinese and Western Medicine)and special hospitals increased, and the structure of bed resources was adjusted.3.In 2015,there were 48718 total hospital beds in Zhengzhou municipal government.Among them, there were 23569 beds in provincial hospitals,16770 beds in municipal hospitals,6776 hospital beds in county-level cities and 1603 beds in county hospitals. From 2010 to 2015,the proportion of hospital bed digits of the government has decreased.Except for the county level(District)hospital, the number of hospital beds in the other governments at all levels has increased.4.The supply and demand of beds in hospitals in Zhengzhou were basically balanced, but there was an excess of supply and demand in Xinmi city. The level of bed resources in the medical and health institutions was fair, and the fairness of the bed resources in the health institutions was better than the geographical distribution. The balance of the beds in each county was distinct.According to the results of the HRDI,the districts and counties in Zhengzhou can be divided into three categories;the geographical factors were all configured for the allocation of bed resources. The effect of balance was significantly higher than that of the population. The Theil index showed that the balance of bed resource allocation has improved. The result of the Theil index indicated that the unfairness of the allocation of bed resources in Zhengzhou was mainly caused by the inequity in the region.5.In 2015,the hospital bed rate was the highest in Zhengzhou. The number of beds turnover in professional public health institutions was the highest. The hospital bed working day was the highest,The average length of stay in a professional public health institution was the lowest. The results of rank sum ratio method and grey correlation analysis showed that the utilization of medical and health institutions in various categories, districts, counties and various levels of Zhengzhou has obvious differentiation, and the utilization of resources was not balanced.ConclusionsThe beds of medical and health institutions in Zhengzhou have been greatly developed, but the structure and distribution of bed resources are not balanced. The geographical fairness of bed resources in Zhengzhou is more than the unfair warning line, and the fairness of the population is better than the geographical fairness;the utilization degree of the bed resources in Zhengzhou is higher than the average level of the whole country and Henan Province, but the city is the whole city. The utilization of bed resources is not balanced. |
