Research On Intergration Of Urban And Rural Basic Medical Insurance System In Xin Yu City

In recent years,with the rapid development of economic and social,the drawbacks of the new rural cooperative medical insurance system and the urban and rural residents’ medical insurance system have gradually emerged,the problem of unequal treatment of the insured personnel has become increasingly prominent.Fragmentation of the medical insurance system also brings a series of problems such as repeated residents participation,repeated financial subsidies,duplicated construction of handling agencies and information systems,and so on,which has increased the government’s management costs and unreasonable burdens.Therefore,to achieve the goal of “higher quality,more efficient,more fair,and more sustainable,it is necessary to break the convergence barrier between different systems.This article is divided into five parts.The first part introduces the research objects and research methods of this article,and expatiates the domestic and foreign scholars’ research status of urban and rural medical insurance related issues and reviews.The second part introduces the relevant concepts of the urban and rural medical insurance system,the theory of fairness and justice,social welfare theory and other theoretical foundations.The third part discusses related measures,achievements,and problems in the basic medical insurance system for urban and rural residents in Xinyu City.The reasons for the formation of the problem boil down to the following three points: We do not have a thorough understanding of the basic medical insurance for urban and rural areas,government behavior is dominant,and the reform of the medical system is not thorough.The fourth part introduces the practices of the domestic Pearl River Delta region,Chengdu-Chongqing two pilot areas,and Changsha City’s integration of urban and rural medical insurance system,and summarizes useful experience for reference in Xinyu City.In the final part,using data analysis and combining personal work experience,we put forward proposals and countermeasures for promoting Xinyu City to co-ordinate the basic medical insurance system for urban and rural residents.From the internal environment,one is to establish a reasonable financing model;the second is to improve the overall planning level and improve Risk adjustment funds system;third is to improve the ability to handle medical insurance services;fourth is to strengthen the information construction;from the external environment,one is to comprehensively promote the development of hierarchical diagnosis and treatment system,the second is to establish a scientific and effective modern hospital management system,the third is Encourage social capital to organize medical institutions and strengthen government procurement services.Fourth,accelerate the construction of a drug supply guarantee system.Fifth,promote the healthy development of commercial insurance.
