Research On Performance Evaluation Of Financial Investment In Public Health

The development and investment of public health is an important social security related to people's health.To further promote the development of public health services,and to achieve the goal of "universal access to basic medical and health services" by 2020,The Chinese government has launched a new round of health care reform program.Health is the inevitable requirement of promoting the all-round development of human beings,The eighteen requirements of the party focus on promoting the comprehensive reform of medical security,medical services,public health,drug supply,regulatory system.We will improve the national health policy,provide the public with safe,effective and inexpensive public health and basic medical services,and comprehensively improve the people's health.Objective: In this study,we choose one of the government health input------the government public health investment.Based on the analysis of public health input in China,Guangxi and Sichuan were taken as the main research objects.Establishing the performance evaluation system ofpublic health input through literature research,policy interpretation and expert consultation.A comprehensive analysis and evaluation of the effectiveness,efficiency and fairness of the performance indicators by factor analysis.The performance evaluation results,summarize the related factors affecting China's public health investment performance,and by using the theory of performance evaluation accordingly,put forward proposals of optimizing the public health investment performance level,improve the scientific level of government investment in public health,in order to improve the government investment in public health and active mechanism of basic public health services the equalization of basic data and provide decision suggestions.Method:Through the literature inquiry and the national health and family planning and other related statistical yearbook data,we establish the evaluation index system,using the performance evaluation methods for data analysis of quantitative data,to explore the causes of the problem and draw the corresponding conclusion.Result:1.The development of public health undertakings in China is not enough,and the overall performance of government public health investment is not high.2.Based on the further analysis of the region,it is found that the reasons for the differences in the performance of public health investment in different regions are the resource factor,the output factor,the efficiency factor and the development basis.so we Combined with the actual situation of the region to analyze the reasons for the impact of public health investment performance.3.According to China's social and economic development level,allocation of public health resources by the level of regional economic development constraints,theeastern region than in the western region of universal development better,so the development of public health presents the differences between the East and the central and Western Regions.Recommendation: Improve the government transfer payment system,increase public health investment,improve investment efficiency,rational distribution of public health resources,to achieve public interest growth.To promote the personnel management and management reform as the focus,control the total amount of public health institutions inventory.Guide people to healthy lifestyle,to arouse the whole society of health and disease prevention awareness.Establish an effective financial supervision and evaluation mechanism,strengthen performance management,and ensure the sustainable development of public health undertakings.
