| Medical and health issues are important issues related to the health of nationals.''the Plan of Health China 2030"pointed out that health is a necessary prerequisite for the overall development of the people,as well as the foundation for the sustainable development of the society.However,there's so many problems existing in the the medical and health mechanism nowadays.The citizens still face difficulties of the high cost and the insufficient of the medical resources.Medical service belongs to public-product-to-be,so it is the government's duty to provide basic medical service for its citizens.As for this,we started a reform in 2009 on the medical and health mechanism,and the public hospitals were involved in.Xiamen,as one of the key cities in this reform,increased the financial investment on the public hospitals and strengthened the government's responsibility to solve the problems listed before.This article uses Xiamen as a case to analyse the efficiency and profit of the financial investment on the public hospitals.Firstly,review the changes on the financial investment,management and budget management mechanism of the public hospitals.We can figure out the changes of the government duties from controlling to relying on the market and then being strengthened.Secondly,summary the main achievements of the public hospitals during the twelfth five-year term.The main methods would be empirical analysis method and comparative analytical method.Finally,use the EDA to analyze from two ways of the efficiency and profit of the financial investment,to figure out the relationship of the two.Using this method to draw a conclusion that financial investment can influence the profit of the public hospitals and so on and give useful and practical suggestions in law.With the development of the medical and health reform and through this analysis,we can find out the problems,which would be of great importance to the reform of the governmental financial investment. |
