Three-level rural health network in towns and townships is as an important link of unicom,mainly to provide the corresponding health services and common disease,frequently-occurring disease,such as various services,management and technical guidance and village clinics.Medical prevention,prevention and treatment of joint in the implementation of the system,to establish the harmonious doctor-patient relationship,improve the rural health service system,provide convenience for the people’s hospital,alleviate patients’ burden and so on,in towns and townships have played a very key role.Nowadays,many researches show that talent resources are indispensable to the development of township health.This paper studies the human resource allocation of public health in township hospitals.The results show that the township hospitals in the township hospitals of A city have more health resources than those in the developed areas,but the number of out-patient visits per year is lower,and the number of TCM visits is lower.And the total number of health personnel providing services is not enough,among which there are more temporary workers.There are more women than men in health care,which is not in accordance with the development requirements of the hospital.The health of the township hospitals in A city is mainly composed of talents with the following titles,and the proportion of senior professional titles is less.These problems restrict the service quality of township hospitals.To construct the competency model of public health service personnel of township hospitals in A city,the results show that the basic knowledge of the staff of township hospitals in the region is weak and the education is insufficient.Often have to work to deal with the traditional Chinese medicine health management and vaccination related survey control is relatively good,but the common disease health management knowledge and skills to master is generally poor,still need to strengthen learning.Public health institutions of the personnel at the grass-roots level in the region with higher title and qualification of personnel will also have good internal competence quality,long serving time and higher education level will not improve the quality of the internal competence,in order to further improve the grass-roots staff competence quality to strengthen the guide salary,job title and honor,to the achievements of comprehensive guide to improve the work sense of responsibility,improve the quality of the internal competence finally.To sum up,the lack of health workers,professional form does not conform to the needs,human resources management is not standard,personnel competency quality is weak,the shortage of human resources training is A city in towns and townships to be solved in the allocation of human resources.So,must strengthen to the rural health personnel at all levels,and the investment of the balanced development of health personnel professional structure,standardize and develop the human resources management,strengthen the training of health personnel and continuing education,the achievements of comprehensive guide to improve the work sense of responsibility,improve the quality of the internal competence finally.
