As the main force of medical and health system,public hospitals are an important part of people’s livelihood projects,and they are directly related to people’s health and quality of life.However,due to the backward management concepts of public hospitals in China,the lack of rational allocation of human resources,and the low level of enthusiasm and service of medical service personnel,the development of medical undertakings in China has been seriously affected.At present,human resources in public hospitals continue to be managed by traditional means and there is no separate personnel department.The human resource management work is basically handled by the hospital office,the specific implementation and completion of the Department is mostly the president’s office,financial department,medical department,nursing department,logistics department,information department and other functional departments.Complex personnel work,through the collaborative participation of many departments,can easily lead to inefficient implementation,feedback and coordination of various decisions.In addition,it will also lead to medical staff assessment,promotion and other work constraints,thus affecting the enthusiasm of the medical team and the overall quality of the improvement.It is gratifying that the importance of effective planning and rational allocation of human resources has been basically recognized by health management departments at all levels,and hospitals themselves,and has begun to improve.Therefore,how to fundamentally improve the scientificity and rationality of human resources management in public hospitals,constantly enhance their own operational capacity,improve the utilization of human resources,and achieve its institutional advantages,is a topic worthy of study.Based on this,the study takes Jining First People’s Hospital as the research object,and combines the methods of literature research,case study and data analysis to apply to the practice of rational allocation of human resources in the hospital.Firstly,the basic human resources allocation of Jining first people’s hospital was investigated and explained.Then it analyzes the existing problems,such as unreasonable organizational structure,unreasonable staffing methods,poor flexibility of the staffing system,lack of normative management of non-staffing personnel and so on.In view of the problems existing in the current allocation of human resources in the hospital,the author puts forward some improvement strategies,mainly including changing traditional concepts,improving organizational structure,constructing a new framework of human resources allocation,introducing competition mechanism,etc.Finally,the new allocation strategy is staged trial run,and the rational allocation strategy is investigated.The effect of trial operation is summarized and the existing problems are summarized.The results show that the rational allocation strategy has played a significant role in improving the work enthusiasm and quality of medical service of medical staff in Jining First People’s Hospital,as well as the satisfaction of patients to the hospital.This study combines theory with practice closely.Taking Jining First People’s Hospital as an example,it puts forward new ideas for the rational allocation of human resources in public hospitals,and plays a certain role in improving the management of personnel and improving the overall quality of medical teams.This strategy can increase the core competitiveness of hospitals in the same level of medical organizations,promote the health and sustainable development of hospitals,and has a certain degree of universality and generalization,hoping to provide a theoretical basis for other public hospitals to change the allocation of human resources.
