The Study On Public Welfare Of Public Hospitals In Xinjiang

People’s health is the most important symbol of national wealth and prosperity.The medical and health-care system should be deepened and the basic medical and health-care system with Chinese characteristics should be established.We should efficient and qualified the medical security system and health service system,and improve the modern hospital management system.The construction of basic medical and health service system has to be strengthen and so as the construction of general practitioner team.We should abolish drug price addition and improve the supply system of drugs so as to provide a full range of health services for the whole people.In August 19,2016,at the National Conference on Health general secretary Xi Jinping said: " We have to adhere to the public welfare of basic medical and health services,improve the system,expand services and to improve quality,and make the masses health services such as fair and systematic prevention,treatment,rehabilitation and health promotion."Through the analysis of the experience and lessons of foreign public hospital reform,this study summarizes the public hospital reform and public welfare development in the domestic public hospital reform pilot cities.Taking the reform of the public hospitals in Turpan,Xinjiang as an example,the public hospitals in Turpan are evaluated for the public welfare,the existing problems are analyzed,and the policy proposals for reform of public hospitals are further proposed.This article is divided into five parts.The first part is the introduction part,which comprehensively introduces the main ideas of this paper,including the background and significance of the research,the purpose of the study,the research method and the review of the domestic and foreign researches.The second part is the theoretical basis of the paper,which mainly defines the related concepts of public hospital public welfare and public welfare evaluation standards.The main contents of the related theories such as public products,stakeholders and government failure are expounded.The third part is the case analysis part of this article.Taking the public hospitals in Turpan as the research object,through field investigation and related data collection,the present situation of public welfare reform in Turpan public hospitals is investigated and public welfare is carried out.The fourth part is tosummarize the experience of public welfare reform in public hospitals both at home and abroad,from three countries in Britain,the United States and Singapore and Beijing,Baoji in Shanxi and Karmay in Xinjiang.The fifth part puts forward some countermeasures and suggestions for the reform of public hospitals in Xinjiang on the basis of the foregoing.
