ObjectivesThe purpose is to establish a county public hospital performance appraisal system,take the public welfare nature,run the performance as the core and explore how to apply the performance assessment index system.It will introduce the tripartite assessment,establish the performance appraisal result,the financial aid,the medical insurance fund allocation,the total salary,the director’s salary,appointment and removal,reward and punishment,as will as the performance appraisal method.MethodsBy analyzing the available documents on the application of domestic and foreign performance appraisal results and its worth of reference,it is aimed to understand the function orientation of public hospital,public welfare and the relative concepts of performance appraisal;Based on the in-depth interview method,the health statistic yearbook of Chongqing is used to understand the current situation of the resources and the status of performance appraisal and the problems.By using the group discussion and expert consultation method,the results of the performance assessment ofpublic hospitals in Chongqing district were preliminarily applied.At last,by researching through case analysis,we get to understand the basic situation of A public hospital in Chongqing,combining with the performance evaluation and application results in A public hospital.We get the analysis of existing problems and the policy suggestions for public hospital performance evaluation and the application in Chongqing.Results1.The performance of public hospitals in our country has not yet been established.There are few application of how to apply the research to the performance appraisal.At the same time,there are several foreign institutions have set up the performance evaluation system,and performance appraisal plays an important role in their systems.2.With the prospering development of public hospitals in Chongqing,the service quantity is increasing year by year,and the service capacity is enhanced.However,the costs of drugs and consumables are still high.There are some problems such as insufficient financial compensation,inadequate compensation and unreasonable allocation in some medical insurance funds.3.Through group discussion and expert consultation,it is suggested that the performance evaluation can be divided into four levels according to the assessment,and hospitals make the performance appraisal results be tied with hospital financial compensation,the total amount of the approvedpayroll,the distribution of the medical insurance fund and the wages of the dean.The director of the hospital with a score of less than 70 is fired directly.Special funds will be set up,and the top three deans will be awarded correspondingly.4.Through the performance assessment,the medical control fee and salary reform of Zhongxian hospital have achieved initial results.However,the performance evaluation index system needs to be improved,and the application of performance assessment results should be strengthened.Suggestions5 policy recommendations are proposed: Rationalize the institutional mechanism and strengthen cooperation among health insurance,finance and health departments;Accelerate the performance evaluation of county-level public hospitals;Strengthen the information establishment;4Increase financial aid and total authorized wages;Introduce tripartite examination.
