China’s medical and health system reform has entered a critical period.The government and public opinion generally require public hospitals to provide efficient,convenient and safe medical services for the patients.Nowadays,to some extent,China’s public hospitals are profit-driven,which is against the requirements of public welfare.Under the background of medical reform,public hospitals have changed their current performance management mode and set up a set of scientific and fair performance appraisal index system to reflect the core values of public hospitals.At present,scholars mainly study the application of balanced scorecard,hospital performance appraisal and balanced scorecard in hospital performance appraisal,but the excessive profit-seeking,and weak commonweal are not obvious,which is not conducive to the sustainable development of the hospital.Therefore,this paper introduces the social responsibility dimension on the basis of the four dimensions of the balanced scorecard and explores how to construct the performance evaluation index system of public hospitals guided by public welfare.This paper uses a combination of theoretical research and case analysis.Firstly,the background,significance,methods,and innovation of the research are introduced.Secondly,the related concepts of performance appraisal in public hospitals and related literatures at home and abroad are reviewed,which lays a theoretical foundation for the construction of the performance appraisal system in public hospitals.Thirdly,the paper points out the problems of performance appraisal of public hospitals in China and analyzes the causes.Fourthly,the performance evaluation index system of public hospitals based on BSC is constructed,and the expert consultation and analytic hierarchy process are used to determine the index system and its weight.Finally,the BSC-based public hospital performance appraisal index system is applied to the hospital K performance appraisal.The main contributions of this paper are as follows:1.The problems of performance appraisal in public hospitals are found,which are manifested in the following aspects: the nature of the public welfare is not obvious,the index system is not perfect and the evaluation of result analysis is not comprehensive.The cause is that the organizational structure and supporting system are not perfect and the assessment is not comprehensive and propaganda work is not place.2.Based on BSC,the public welfare-oriented performance evaluation index system of public hospitals is constructed.By means of questionnaires,33 evaluation indexes were selected from five dimensions such as finance,patients,internal business process,learning and growth,and social responsibility.The combination of expert consultation and analytic hierarchy process is used to distribute the weight which makes the final weight coefficient more scientific.3.The performance appraisal of hospital K was evaluated.The performance evaluation index system of public hospitals based on BSC is applied to hospital K and the efficacy coefficient method is used to analyze the efficacy of five sub-dimensions,and evaluate performance of hospital K.The result shows that the overall performance of hospital K has fluctuated and the internal process control of hospital K is effective which reflects the operability and practicability of the performance evaluation index system of public hospitals.
