With the reform of medical policies,the transformation of medical models,and the improvement of medical technology,the people's demands for medical quality have been continuously improved and the competition faced by major hospitals has become increasingly fierce.In the final analysis,the competition between hospitals is the competition between hospital talents,especially the core talents who master the core technology of the hospital.Core talents,with their unique high value,scarcity,and orientation,have formed competitive advantages that other hospitals can hardly imitate.Therefore,building a comprehensive evaluation index system for medical core talents can select and confirm the core medical talent team.It has theoretical reference and practical significance.The purpose of this study is to build a comprehensive evaluation index system for core medical personnel in integrated public hospitals in accordance with the quality and capabilities that medical core talents should have,so as to provide an objective reference standard for the selection,training,and development of human resources,and to provide a basis for the management of human resources.The research method:First of all,the paper adopts the literature review method to analyze the domestic and foreign defining theoretical system.By combining the competence characteristics of the medical core talents and the law of the growth of talents,the evaluation dimension is found out and a comprehensive evaluation model of medical core talents is preliminarily established.Then,using Delphi method to select indicators and construct a comprehensive evaluation index system for medical core talents,calculate statistical indicators such as positive factors and authoritative factors of experts to test the reliability of the experts and consistency of opinions,thus verifying the scientificity and feasibility of Delphi method.Finally,the weights of the first,second,and third-level indicators are established through the AHP.The main conclusions of the study are as follows: 1.Constructed a comprehensive evaluation index system for medical core talents,including three primary indicators,10 secondary indicators,and 31 tertiary entries,including the comprehensive quality,business ability,and personality preference of medical core talents.2.Calculate the positive coefficient,the authority coefficient and the coordination coefficient of the 3groups of Delphi experts.The results show that the enthusiasm of the experts is high and the opinions or suggestions have a good authority and consistency.3.Use the analytic hierarchy process to determine the weight of each index in the index system and perform a consistency check.CR values are less than 0.1,indicating that the index consistency is acceptable.Through qualitative and quantitative research methods,the research has established the evaluation index system for medical core talents and the weight of the first,second and third-level indicators.It has high reliability and accuracy,and can provide reference indicators for the construction of medical hospital core talents in public hospitals,and provide quantifiable basis for the selection,cultivation and management of medical core talents.
