Objective:1. Construct an evaluation index system according to the implementation and effects of the project.2.On the base of the index system, set up one comprehensive evaluation model.3. Empirical study the first 8 pilot provinces using the comprehensive evaluation model, lays the scientific foundation for the contine of the project and further reform.Methods:This research combine theoretical research with empirical study through document analysis,the Delphi method,questionnaire survey. Construct project evaluation index system including management, implementation process, the effect three dimensions. Collect datas of the first pilot provinces by telephone survey, field investigation, questionnaire. Empirical study the first 8 pilot provinces using the comprehensive evaluation model. Epiata3.0 and SPSS 16.0 were used to do statistics and analysis.Results:1. This study according to the World Health Organization project classic assessment framework established "organization management-implementation process-the implementation effect" as the first-order dimensions of the evaluation index system. Organization management including policy measures,the necessary amount of money,supervision and management,project publicity four dimensions, implementation including recruitment management, appointment after management 2 dimensions, the implementation effect including social benefit and satisfaction 2 dimensions. In a word,the Index system include three first-order index, eight secondary indexes,18 level 3 index,16 level 4 indicators.2. Two rounds of expert consultation determines the index system, experts actively coefficients are 95.5%,100%, authoritative coefficient is 0.831, the second round expert advice coordinate coefficient for level 1 index is 0.687, for level 2 indexes is 0.689, for level 3 indexes is 0.569, for level 4 indexes is 0.688. The third round consulting experts identify weight of the index.The project management and team leadership decided level 1 index using plan 3, levl 2 indexes using plan 3, level 3 index plan one. Eventually the weight distribution is:organizational management 0.2, project implementation 0.3, implementation effect of 0.5.3. The first pilot provinces and project implementation effect is good according the empirical study, the total scores are:56.13,70.84,55.96, 67.90,70.56,62.15,55.61,55.74.From good to bad the order is:No2 province, No5 province, No4 province, No6 province, No1 province, No3 province, No8 province, No7 province.The related coefficient of the model result and weighted TOPSIS method is 0.929 (P< 0.001),which has good uniformity.Conclusions:1.This research construct the index system of Medical Practitioner Recruitment Project including organization management, project implementation, the effect three dimensions.The comprehensive evaluation index system including eight secondary indexes,18 level 3 index,16 level 4 indicators. The index system can screen the implementation,management and the effects of the polit province, which is suit for the comprehensive evaluation of the project.2. Adopting comprehensive pointrating method to construct comprehend -sive evaluation model,which has good uniformity with weighted TOPSIS model. According the result of comprehensive model, the first polit provinces are respectly by sequencely are:No 2, No5, No4, No 6, No 1, No 3, No 8, No 7.
