To alleviate the unreasonable phenomena of medical and health resources including insufficient supply,low quality,uneven distribution and unequal resources,governments at all levels are actively seeking effective solutions.In March 2015,the General Office of the State Council published the Outlines of the National Medical Health Service System Plan(2015-2020),which makes a clear request to the construction of medical union and affirms its promoting influence on hierarchical diagnosis.In order to change the traditional relatively loose or rigid mode of medical cooperation,it is vital to explore a new type of longitudinal management mode for medical union in the context of deepening medical reform.Medical union should be constructed based on the principles of equality and mutual benefit,resource sharing,win-win cooperation and voluntary.The advantages of medical union cover facilitating equal dialogue between medical institutions at all levels,achieving full coverage for grassroots medical institutions and promoting its services.In this thesis,we exploit the Plan-Do-Check-Act(PDCA)cycle theory in management science to analyze the common problems of medical union at present.Furthmore,we put forward some suggestions to promote the construction of medical union by combing the successful experiences at home and abroad and empirical study cases.Based on the related concepts of medical union,we investigate the construction status of some pilot provinces and especially focus on some cities in Jiangsu province.Through the empirical study of the Zhongda Hospital model explorement,we determine directions of novel cooperation model for medical union.Without significantly increasing the original medical resources,medical union can maximize the rational allocation and ultilization of medical resources,thereby effectively raising the medical level,remarkably enhancing the satisfaction of patients and the society,improving dual referral and promoting the new pattern of hierarchical diagnosis.
