Study On Supervision Effect Of Medical Insurance Fund For Urban And Rural Residents In Baotou

The reports of the 19 th National Congress of the Communist Party of China figure out the Healthy China Strategic,which point out that healthy is the key of national prosperity.National health insurance is the important guarantee of universal health.Building accordant system of medical care insurance for urban and rural is a major measure to reform the medical-sanitary system,achieve the rights of sharing primary medical insurance and enhance the improving people's well being.Medical insurance fund for urban and rural is very important for both the responsibility of government and benefit of the insured.This thesis design a Evaluation Index System for supervision of medical insurance fund for urban and rural residents,which based on the theory of public product,government failure,new public management and government performance evaluation.Expert questionnaire and analytic hierarchy process were used in this work.The questionnaires were issued to practitioner staff of medicare,staff in medicine organization and insured living in Baotou,which used to consider the regulatory effectiveness about medical insurance fund for urban and rural.The result figure out that the system running regularly and effectively after integrating the urban and rural health insurance in Baotou.However,some indexes are lower than expected,which since that behaviour of medical organization is not standard,the management lack social participation,inefficiency of regulator and risk of the insured.During the starting of medical insurance system for urban and rural residents,the Improvement of the supervising effect mast be step by step,which can be promoted by the follows:1.Complete the management of funds,optimise mode of payment.2.Turn from extensive management to the refine management,improving self-discipline of medicine organization by reward and punishment.3.Configure the resource of internal supervision,establish reasonable internal control system to defuse risk.4.Exercise external supervision sufficiently.5.Build up government itself and improve administrative ability,change ideological positions of management focus on the interests of the people.
