The PPP mode is a mechanism for realizing the cooperation of government and the private sector in the supply of public goods and services to achieve the advantages of complementation and sharing of resources.Through years of practice at domestic and international field,the PPP model has been formed into a mature system,the health insurance service has been widely appreciated and has been widely applied in many countries.As the capital city of Hunan,Changsha has been approved by the central government as a resource-conserving and environment-friendly construction city,which requires Changsha to create experience for the construction of domestic cities in terms of resource conservation and play an important role in promoting the sustainable and healthy development of China’s society and economy.Undoubtedly,the application of PPP mode in medical insurance service is a successful access point.Based on the above considerations,this paper intends to make a brief analysis of the PPP mode of medical insurance service in Changsha.First of all,on the basis of summarizing the relevant research results at domestic and abroad,this paper introduces the concepts and basic theories related to the PPP mode of medical insurance service,in addition,this paper points out the existing problems of medical insurance service in Changsha city,and analyzes the reasons for these problems:The division of responsibilities between government regulators is unclear and the supervision was not in place in time;lacking consciousness of medical insurance cost management;The supporting measures of the policy are not sound;The medical insurance service system exist fragmentation phenomenon etc.Secondly,this paper analyze the overall environment of the PPP model of the health insurance service,and use the SWOT analysis framework to discuss the feasibility of the PPP model in the Changsha health insurance service.In addition,through the empirical analysis,we have demonstrated the impact of social capital in the PPP model of the health insurance service in Changsha city and the impact on the public health spending.In the end of the paper,this paper draws lessons from the successful experience and lessons of PPP medical insurance service model at domestic and abroad:The experience of foreign PPP model of medical insurance service is mainly referred to the United States,Britain and Germany;The experience of PPP mode of domestic medical insurance service is mainly referred to the experience of the PPP mode of Taicang critical disease medical insurance in Jiangsu province.Further,according to the problems analyzed above,the countermeasures and Suggestions for improving the PPP mode of medical insurance service in Changsha are put forward from the government and society.
